SASSETA seeks a panel of ETD practitioners to moderate EISA examination scripts for Occupational Qualifications on an as-and-when-required basis until 31 March 2030. Bidders must attend a compulsory virtual briefing; estimated value is up to R50 million under the 80/20 system.
The Safety and Security Sector Education and Training Authority (SASSETA), a Schedule 3A public entity reporting to the Department of Higher Education and Training, has issued a Request for Proposals (RFP/SASSETA/252611118/2/2) to appoint a panel of ETD practitioners to moderate External Integrated Summative Assessment (EISA) and examination scripts. SASSETA holds a Service Level Agreement with the Quality Council for Trades and Occupations (QCTO), under which it acts as a delegated Quality Partner responsible for developing and implementing Occupational Qualifications (OQs) and managing their EISA examinations. The panel will help ensure that candidate assessments comply with QCTO assessment requirements and that candidates can be certified as competent.
Successful moderators will assess candidate EISA scripts against the marking memoranda and model answers supplied by SASSETA, applying the principles of assessment with proper discretion. Moderators must be people of integrity who judge candidates fairly, objectively and consistently, and who have thorough subject knowledge, can detect plagiarism, and can evaluate the logic and relevance of answers. Deliverables include a moderator report and marksheet for each moderation session, attendance at a memo discussion meeting, moderation of scripts according to SASSETA's examination schedule, and signed overall reports for each OQ. The contract runs from the date of appointment to 31 March 2030. The 15 qualifications in scope range from NQF Level 3 to Level 6 and include the Occupational Certificates for Family Law Practitioner, Paralegal, Security Officer, Security First Line Manager, Close Protector, Non-Commissioned Police Official, Military Police Official, Correctional Service Manager, Commissioned Officer, Detective, Traffic Officer, Road Crash Investigator, Road Traffic Safety Officer, Correctional Officer and Parole Board Member (Offender), along with several part-qualifications.
Bidders must meet mandatory requirements in two phases. Phase one requires an ETDP SETA statement of results or ODETD certificate for assessing and moderating, proof of SASSETA Assessor/Moderator registration for the chosen qualification, a valid National Treasury Central Supplier Database (CSD) registration, completed SBD forms (SBD 1, SBD 3.3, SBD 4 and SBD 6.1), and initialled General Conditions of Contract. International qualifications must be verified by SAQA. Phase two requires the relevant qualification certificates for each occupational qualification applied for, such as an LLB for the legal qualifications, a PSIRA Grade A or NQF Level 4 security qualification for security qualifications, or an NQF Level 5 or 6 policing, correctional or traffic qualification for the others, together with qualification-specific experience, typically three to five years in the relevant field. Bids are evaluated on functionality (scored 0 to 2 against Annexure B, with a minimum of 70% required to proceed), then on price (80 points) and specific goals (20 points for Black ownership, Black women ownership and youth ownership). Pricing is a fixed rate per script, with Year 1 rates published in SBD 3.3 at approximately R180 to R200 per script, escalated annually by CPIX from 1 April. Travel costs, where approved in advance, follow SASSETA's published rules.
A compulsory virtual briefing will be held on 26 November 2026 via Microsoft Teams, and bidders must join by 11h14 or they will be disqualified. Queries must be submitted in writing to scm04@sasseta.org.za by 13h00 on 26 November 2026. Proposals must be emailed to moderators@sasseta.org.za, with the reference number quoted, by the closing date of 4 December 2026 at 11h00, and must not exceed 30MB. Bids remain valid for 120 days from the closing date. For organisations and practitioners in the safety, security, policing, correctional, traffic, legal and education-and-training sectors, this opportunity offers a multi-year, recurring source of assessment work and a formal role in supporting the national skills qualification system.
This tender suits registered ETD practitioners, assessors and moderators, and small consultancies or sole proprietors who hold ETDP SETA or ODETD credentials and SASSETA Assessor/Moderator registration for a relevant occupational qualification. Applicants should have subject-matter expertise and relevant qualifications and experience in fields such as law, security, policing, correctional services, traffic and road safety. Bidders must be registered on the National Treasury CSD and be tax compliant. Businesses that are at least 51% Black-owned, 30% Black women-owned or 30% youth-owned may claim specific goals points. Organisations without verified moderators who meet the qualification-specific requirements are unlikely to be eligible, and bidders who do not attend the compulsory briefing will be disqualified.
