Detailed Description

Enoch Mgijima Local Municipality is seeking a qualified professional civil and structural engineering consulting firm to provide consulting services for the construction of municipal stores in Komani (Queenstown), Eastern Cape. The tender (reference SCM19/10/2026) is categorised as a professional services procurement. The appointed consultant will provide the engineering expertise required to support the municipality's construction of its municipal stores facility. Detailed terms of reference, including the specific scope, deliverables, and technical requirements, are contained in the bid documents, which are available from the Supply Chain Management office at the Budget and Treasury Office, 25-27 Owen Street, Queenstown, from 03 November 2026 (08:00 to 16:00, weekdays). The bid document costs R300.00, which is non-refundable and may be paid in cash or by EFT to Enoch Mgijima Local Municipality.

A compulsory briefing session will be held on 06 November 2026 at 10:00 at the Budget and Treasury Office, 25-27 Owen Street, Komani, 5320. Bidders must attend, and the cut-off time for late arrivals is 10:15. Completed bids must be placed in a sealed envelope clearly marked with the bid number and project name and deposited in the bid box at the Budget and Treasury Office no later than 12:00 on 19 November 2026. Bids will be opened in public at that time. Questions about the SCM process can be directed to Ms. A. Magqaza (045 807 2090, AMagqaza@enochmgijima.gov.za), and technical queries to Mr. M. Nkenke (082 061 4779, mnkenke@enochmgijima.gov.za).

The tender will be evaluated under the 80/20 preference point system in terms of the Preferential Procurement Policy Framework Act No. 5 of 2000 and the Preferential Procurement Regulations of 2022, effective from 16 January 2023 (Gazette No. 47452). Price accounts for 80 points, B-BBEE status level accounts for 10 points, and specific goals account for 10 points. Bidders should therefore ensure that they hold a valid B-BBEE certificate or sworn affidavit and can demonstrate eligibility for any specific goals stated in the bid documents. For a professional engineering appointment of this kind, bidders should also expect to provide proof of registration with the Engineering Council of South Africa (ECSA), relevant professional indemnity cover, and evidence of past experience on comparable municipal or public-sector projects. Confirm all mandatory returnable documents and evaluation criteria in the full bid documents before submitting.

Suitable Businesses

Registered civil and structural engineering consulting firms, including Pr Eng-led practices with ECSA registration and experience in municipal or public-sector infrastructure projects. Businesses with a valid B-BBEE certificate and strong B-BBEE status are well positioned to earn the 10 preference points, and Eastern Cape-based firms or those meeting any specific goals in the bid documents may also benefit. Businesses should confirm they can attend the compulsory briefing on 06 November 2026 and submit by the 12:00 deadline on 19 November 2026.
