Seeks a provider for 36-month data management and maintenance of Rustenburg's air quality monitoring network (Marikana, Boitekong, Tlhabane). Includes twice-monthly station maintenance, daily data validation, SANAS-accredited calibrations and monthly reporting.
The Rustenburg Local Municipality is seeking a qualified service provider to manage the data and maintain its Rustenburg Air Quality Monitoring Network for 36 months. The network has monitoring stations at Marikana (particulate matter PM10/PM2.5 and gas analysers for SO2, O3 and NOx), Boitekong (gas analysers for SO2, O3 and NOx) and Tlhabane Library (gas analysers for SO2 and CO), supported by meteorological instruments. The Municipality's Air Quality Management Plan identifies industrial and mining emissions, townships, informal settlements, vehicle activity and tailings as key pollution sources, so reliable monitoring data is central to controlling and reducing air pollution in the area. The Municipality has limited internal capacity for this work and is looking for an external partner to take it on.
The work is structured in three service levels. Level 1 covers daily remote checks of station operating status via SIM-enabled data loggers. Level 2 requires a technician to visit each station twice a month to run system checks, change filters (supplied by the provider), perform zero and span checks and clean the inlet manifold. Level 3 covers full data management: daily downloads, validation against criteria agreed with the Municipality, averaging, secure storage of raw and validated data, and transfer of data to the Municipality's server, the air quality index, the emissions inventory and SAAQIS. The provider must deliver monthly reports covering maintenance, meteorological analysis, daily and diurnal pollutant averages, exceedances against National Ambient Air Quality Standards, and calibration logs. Calibration requirements include two full dynamic calibrations of all analysers per year, annual SANAS-accredited calibration, and yearly calibration of meteorological instruments. Minor repairs are provided on instruction, with a provisional sum of R180 000 per annum. The provider must also run a skills transfer programme with a letter of competence for each trained official, and all technicians must have documented training and CVs. Prices are escalated annually in line with CPI.
Bidders are evaluated on administrative compliance, functionality (minimum 70 out of 100) and the 80/20 preference system, with 80 points for price and 20 for specific goals. Functionality scoring rewards company experience in ambient air quality data management (at least five projects scores highest), key personnel qualifications and experience, and technician experience and certification. Mandatory requirements include a CSD report registered at least seven days before closing, valid tax compliance status, municipal rates and taxes clearance for directors and the company, a proof of payment for the R250 non-refundable document fee, a hard copy bid and a USB with scanned documents. The compulsory briefing session is on 9 November 2026 at 09:00 at 56 Bethlehem Drive, Waste Depot. Bids close on 27 November 2026 at 10:00 and remain valid for 90 days. For this tender, the Municipality's tender advert takes precedence over the bid document in case of contradiction.
Environmental consultancies, air quality monitoring specialists and engineering firms with experience in ambient air quality data management and monitoring station maintenance. Bidders should have SANAS-accredited calibration capability, qualified project managers (environmental sciences or engineering) and technicians with documented air quality equipment experience. Businesses in or near Rustenburg may score extra preference points, and Youth, Women, Black-owned and disability-owned businesses may qualify for specific goals points. Companies must be CSD-registered, tax compliant and clear of municipal rates and taxes arrears. Small firms could partner in a joint venture if they meet the eligibility requirements, provided they have a signed joint venture agreement.
