Access Road Maintenance and Slurry Seal Repairs

Sentech SOC Limited is seeking a qualified civil contractor to restore and maintain the access road serving its Boesmanskop O50 transmission site in the Free State (GPS: 30°00'80"56 S; 27°21'47"22 E). The road is a 4.1 km tarred surface, 3.5 m wide, that has deteriorated with potholes, edge breaks and grass growing through the surface. The site is critical for access to the transmission facility and forms part of Sentech's service level commitments to its clients, so timely, quality repairs are a priority. The scope of work covers site establishment and road assessment, removal of grass along with its roots and application of herbicide to prevent regrowth, sawing and patching of affected asphalt areas (not exceeding 50 mm), repair of potholes and edge breaks, and application of a 3 mm to 6 mm slurry seal. Works must follow TRH3 (2007) guidelines and SABS and SABITA standards. Materials must be SABS approved, and the slurry seal must use 2 mm to 4.7 mm crusher dust aggregate, Portland cement or an approved filler, and a quick-setting cationic emulsion. Sentech requires a demonstration or sample slurry application in the presence of its representative before full application begins, along with quality inspections at defined milestones.

The contract carries strict compliance and operational requirements. The contractor must attend a compulsory site briefing on 10 November 2026 at 11:00 and submit a health and safety file within three days of appointment. Required documentation includes valid medical fitness certificates for all assigned staff, a safe working method statement, construction public liability insurance, a health and safety compliance undertaking signed by the CEO or Managing Director, and COID/FEM registration. The contractor must provide its own accommodation (tents permitted subject to approval), food, water, portable toilet, and power, and it must remove all rubble and waste from site. Subcontracting is not permitted, and a one-year warranty on materials and workmanship applies. The project must be completed within 30 working days, with a detailed bar chart execution schedule submitted with the quotation. Quotations must be on company letterhead, signed in black ink, and emailed to Quotations4@sentech.co.za by 12:00 on 18 November 2026, with a validity period of 90 days. Pricing must include a 10% contingency and VAT.

Awards are made on an 80/20 price and preference basis, with a minimum functional score of 40 out of 60 points based on completed road repair projects. Bidders must hold a valid CIDB certificate and a COIDA letter of good standing, be tax compliant, and be registered on the Sentech Supplier Database. Suppliers with a valid B-BBEE certificate may claim additional preference points. Successful delivery offers the appointed contractor a well-defined, time-bound project and a reference for future work with a state-owned enterprise.
