Open Closing: 30 Nov 2026 at 14:00 Published: 23 Oct 2026

Overview

Summary

Five-year, as-and-when-required rate-based contract for building maintenance at ATNS FAPE (Gqeberha) and remote sites. Scope includes repairs, waterproofing, plumbing, carpentry, fencing and glazing, with a 1-hour emergency response. Requires CIDB 3GB+ registration, R2m public liability cover and local presence.

Detailed Description

ATNS, South Africa's state-owned air navigation service provider, is inviting proposals for the appointment of a building maintenance service provider for its FAPE facilities in Gqeberha (formerly Port Elizabeth) and its remote sites. The contract runs for five years on a rate-based, as-and-when-required basis, meaning ATNS places work through official orders or work instructions and does not guarantee any minimum volume, value or frequency of work. The successful contractor will repair and maintain existing buildings, including waterproofing (roofs, ceilings and gutters), painting, plastering, carpentry, door and window glass repair, flooring, fascia boards, fencing (palisade and electric), welding of metal and aluminium frames, road and paving repairs, plumbing, carports, hydro boiler repair and motorised or standard blinds. Where a unit is beyond economic repair, the contractor must supply and install a replacement, and must provide all materials, labour and transport. Emergency call-outs require a response within one hour, and all replacement items must carry a warranty of at least 12 months. Contractors must also inspect buildings on request, recommend necessary repairs, prepare an Occupational Health and Safety (OHS) file and maintain a consistent core team throughout the contract.

Pricing is based on fixed, all-inclusive rates for each contract year. These cover skilled and general assistant labour (normal, overtime and Sunday/public holiday rates), standard and after-hours call-out fees, and materials, equipment and specialist subcontracting at verified cost plus a tendered mark-up. Access equipment such as cherry pickers and scaffolding is reimbursed at actual rental cost plus mark-up. Annual escalation is capped at the rates tendered, and all claims must be supported by timesheets, job cards and supplier invoices. Bids are evaluated on an 80/20 price and preference basis, with 10 points each for 51% black-owned and 30% black-women-owned suppliers. Evaluation is in three phases: administrative compliance (including a valid SARS tax compliance PIN), mandatory requirements (three contactable client reference letters for work completed within five years, CIDB registration at grading 3GB or higher, COIDA good standing, public liability cover of R2 million or more, and a local presence in Gqeberha), and then price and specific goals. Bids must be submitted through the National Treasury e-Submission (e-Tender) system, and the CSD registration is compulsory.

This tender offers a stable, long-term revenue stream for established building contractors with experience in multi-trade maintenance, particularly those with strong compliance records and local operational capacity in the Eastern Cape. It is especially valuable for businesses that can respond quickly to urgent, ad hoc work in a regulated aviation environment. Prospective bidders should verify the details directly in the tender documents before submitting, as the source contains some inconsistencies, including closing times (14h00 in the bid notice and 17h00 in the clarification section), warranty periods (12 months versus a minimum of one year) and rate validity (120 days for the offer and 180 days for rates).

Suitable Businesses

Registered CIDB contractors at grading 3GB or higher, particularly those with multi-trade capability in carpentry, plumbing, waterproofing, painting, glazing, fencing and welding. Businesses should have a physical presence in Gqeberha or the Eastern Cape, valid COIDA good standing, public liability cover of R2 million or more, a valid SARS tax compliance PIN and CSD registration. Black-owned (51%+) and black-woman-owned (30%+) enterprises, as well as EMEs and QSEs, may claim preference points. Companies that can commit to a stable core team, respond to emergencies within one hour and manage rate-based billing with full documentary support are well positioned to compete.
