KZN Department of Health seeks multiple cleaning contractors for buildings and offices at about 38 selected hospitals and community health centres across KwaZulu-Natal over 36 months. Bidders supply all staff, equipment and chemicals; each bidder may be awarded up to two facilities. Closes 30 November 2026.
The KwaZulu-Natal Department of Health (Bid ZNB 3001/2026-H) is procuring comprehensive cleaning services for buildings, offices and associated areas at approximately 38 selected healthcare facilities. These include regional and district hospitals, community health centres and specialised centres across ten districts, including Amajuba, eThekwini, Harry Gwala, iLembe, King Cetshwayo, Ugu, uMgungundlovu, uMkhanyakude, uThukela and Zululand. The contract runs for 36 months and will be awarded as a multi-award, so several contractors will be appointed. No bidder or its directors may receive more than two facilities. Bidders may be allocated sites based on the number of cleaners offered or the bid price.
The service must meet strict healthcare hygiene standards. Contractors must follow Infection Prevention and Control (IPC) protocols, the Regulated Norms and Standards for Healthcare Establishments (2017), and the National Infection Prevention and Control Strategic Framework. Requirements include dedicated ICU cleaning teams, daily and hourly cleaning schedules for high-traffic areas, toilet and sluice room hygiene, and blood and body fluid spill response within ten minutes. Contractors must also handle general and healthcare risk waste from point of use to facility storage, using NRCS-compliant, SABS-approved chemicals with safety data sheets. Shifts cover weekday straight day (07:00 to 16:00), seven-day day shifts (06:00 to 18:00) and night shifts (18:00 to 06:00), including weekends and public holidays. The contractor must provide replacement staff for absences. Cleaners must receive training on chemicals, equipment and procedures before commencement, with quarterly refreshers. Monthly reporting, daily cleaning records and weekly supervisor meetings are also required.
Compulsory requirements are significant. Bidders must hold a valid BCCCI-KZN registration certificate, have at least 10 staff registered with COIDA and 10 with UIF, and provide a letter confirming access to at least R500,000 in start-up capital. They must also hold public liability and indemnity insurance of at least R2 million and submit at least three traceable reference letters from cleaning contracts completed in the last three years. Bidders must be registered on the Central Supplier Database and tax compliant. Pricing is on a firm, VAT-inclusive basis, with wages not below BCCCI or NCCA rates, and offers must remain valid for 180 days. The evaluation uses the 80/20 or 90/10 preference point system, with up to 10 or 20 specific-goal points for companies at least 100% owned by Black Africans. The compulsory site inspection took place on 12 November 2026, and bids close on 30 November 2026 at 11:00. Bids must be deposited in the bid box at 310 Jabu Ndlovu Street, Pietermaritzburg. Late, faxed or emailed bids are not accepted.
Established commercial cleaning contractors with healthcare or large multi-site experience and the capacity to mobilise staff and equipment across several districts. Eligible firms must hold BCCCI-KZN registration, CSD registration, tax compliance, COIDA and UIF registration for at least 10 staff each, R2 million public liability cover and at least R500,000 in start-up funding. Bidders should be able to show three recent, traceable cleaning contracts. Companies at least 100% Black African-owned, and EMEs and QSEs in the cleaning sector, may benefit from the specific-goals preference points. Businesses without prior cleaning contracts, or those unable to meet the compulsory documentation requirements, are unlikely to qualify. Regional operators may be favoured because site allocation depends on the number of cleaners offered and bid price.
