Three-year contract to supply and deliver building materials, plumbing fittings, electrical components and general hardware to SANParks' Tsitsikamma section of Garden Route National Park for maintenance works. Detailed Description

South African National Parks (SANParks), a Schedule 3A public entity, is seeking a service provider to supply and deliver building materials to the Tsitsikamma section of the Garden Route National Park for a period of three years. The materials will support ongoing maintenance of park infrastructure and cover plumbing materials and fittings, electrical components and fittings, and general building materials. The request for quotation (RFQ 21554/TNP/2026-27-RRR) is issued under the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2017 (with the 2022 preference claim form included). The advertised scope is broad, so bidders should review the full pricing schedule before responding.

The pricing schedule lists roughly 150 line items, each with a quantity of one, covering a wide range of products. These include paints and brushes, PVC soil and waste pipes and fittings, guttering and downpipes, roofing sheets, fascia and barge boards, copper and polypropylene piping, compression fittings, taps and mixers, sanitaryware such as toilet seats and waste traps, door and mortice locks, hinges, and a broad selection of nails, screws, drill bits, abrasives, tiles, grout, sealants, waterproofing membranes and wire mesh. Many items are specified by brand with an 'or equivalent' option, so bidders may offer equivalent products. Quotes must include unit prices, any discounts offered, and the total excluding VAT, VAT and the total including VAT. Products must meet applicable SABS or other relevant standards. Bidders must quote on all items, as SANParks recommends award only to bidders who have priced the full schedule. Alternative offers will not be accepted.

Submissions must be emailed to tsitsikammarfqs@sanparks.org before the closing time, and late or incorrectly addressed submissions will not be considered. Bids remain valid for 90 days from the closing date. Mandatory returnables include a fully completed SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Claim Certificate) with a valid B-BBEE certificate or sworn affidavit, and proof of Central Supplier Database (CSD) registration, which is required to be eligible for award. A valid Tax Compliance Status PIN or CSD number must also be provided, and consortium or joint venture partners must each submit their own. Bidders who are not fully compliant may be given up to seven calendar days to supplement their submission before being disqualified. Preference is allocated on an 80/20 price-to-specific-goals basis, where the 20 points cover local suppliers within 100km of Tsitsikamma (10 points) and EME or QSE status (10 points for EMEs, 5 for QSEs). Payment is made within 30 days of invoice after delivery, and the successful bidder must begin supplying immediately after a purchase order is issued.

The document lists the closing date as 12 November 2026 at 11:00 on the cover page and in the listing, but the Part A invitation to bid form states 07 October 2026. Interested bidders should confirm the correct closing date with the contact persons, Meagan van Neel or Siyanda Myataza (042 281 1607), before preparing their submissions.

Suitable Businesses

Building material suppliers, hardware and plumbing wholesalers, electrical supply distributors, and general builders' merchants that can quote on the full schedule of roughly 150 items and deliver to the Tsitsikamma area. Businesses located within 100km of Tsitsikamma National Park (such as those in Plettenberg Bay, Storms River and Humansdorp) are advantaged by the local-supplier preference. Qualifying Micro Enterprises (EME) and Qualifying Small Enterprises (QSE) with valid B-BBEE documentation also benefit from preference points. Suppliers must be registered on the National Treasury Central Supplier Database and hold a valid tax compliance status PIN. Businesses that cannot price the full schedule or deliver consistently over three years should not apply.
