Refurbishment of the Maintenance & Engineering building at Chief Dawid Stuurman International Airport, Gqeberha, including roof replacement, concrete repairs, window and door replacement, painting, flooring, and electrical works. The contract runs for 18 months and requires CIDB grading 4GB or higher and similar built-environment experience.
Airports Company South Africa (ACSA) invites tenders for the refurbishment of the Maintenance & Engineering (M&E) building at Chief Dawid Stuurman International Airport in Gqeberha, Eastern Cape. The M&E building houses the Civil, Electrical, Mechanical and Administration departments that support daily airport maintenance and technical coordination, and it stores equipment essential to those operations. The building is nearly a century old and now shows significant structural and cosmetic deterioration, including structural cracks, roof leaks, failing gutters, water penetration, faded paint and damaged workshop storage. Routine maintenance is no longer sufficient, so the project is a comprehensive refurbishment.
The scope of works, procured under an NEC3 Engineering and Construction Contract (ECC) Option B priced contract with bill of quantities, includes: removal and replacement of corroded corrugated roof sheets and waterproofing of concrete flat roofs; replacement of the front door and windows with powder-coated aluminium units; corridor and staff room floor tiling and meeting room carpet tiling; concrete crack repairs and expansion joint sealing; installation of a structural steel beam to the MV/LV room roof slab; internal and external painting; conversion of a shaded garage into a main M&E boardroom, including brickwork, windows, doors, flooring and LED lighting with DALI dimming control; biometric access control at the front door; building signage; and paving repairs. Works must be completed within 18 months of contract signing, with a 12-month defects liability period. Contractors must comply with ICAO Annex 14, ACSA airside regulations, the Occupational Health and Safety Act and the Construction Regulations 2014, and must obtain airside permits and attend the compulsory briefing and site inspection on 18 November 2026.
Bidders are evaluated in three stages. Stage 1 checks mandatory requirements, including attendance at the compulsory briefing, a signed form of offer and a CIDB contractor grading of 4GB or higher. Stage 2 is functionality scoring out of 100, with a minimum threshold of 70 points. Scoring considers company experience on at least three to five completed similar building projects in the past ten years, the qualifications and experience of the project principal and project supervisor, and the lead designer. Stage 3 applies the 80/20 price and preference system for contracts up to R50 million, with preference points for B-BBEE status and for youth-, women- and disability-owned enterprises. Submissions close on 27 November 2026 at 15:00 by email to ACSARfq@airports.co.za, and the contract is subject to fixed prices and liquidated delay damages capped at 10% of contract value.
Registered construction contractors holding a CIDB grading of 4GB or higher, with proven experience (at least three to five completed similar projects in the past ten years) in building refurbishment, alterations, or extensions. Suitable for general building contractors, roofing and waterproofing specialists, concrete repair firms, and electrical and access control subcontractors seeking to partner in a joint venture. Businesses must be tax compliant, registered on the Central Supplier Database, and able to meet airside security and safety requirements. B-BBEE level holders, youth-, women- and disability-owned enterprises may claim preference points.
