ACSA seeks a CIDB 1GB+ contractor to refurbish offices, kitchen and ablutions in the ECC building at Chief Dawid Stuurman Airport, Gqeberha, covering painting, ceilings, carpet tiles and repairs. Works are after-hours, the building stays occupied, and a compulsory site briefing applies.
Airports Company South Africa (ACSA) invites tenders under RFQ/Bid 16903 for the refurbishment of the ECC building at Chief Dawid Stuurman International Airport in Gqeberha, Eastern Cape. The objective is to improve the condition, appearance, safety and functionality of the office, kitchen and ablution facilities while minimising interference with airport operations. The contract is procured under the NEC3 Term Service Short Contract (TSSC3) with a Price List for scheduled work and a Task Order mechanism for additional work, and it is structured as a short-duration refurbishment service rather than a long-term maintenance contract.
The indicative scope covers: preparing and painting office walls (approximately 280 m2) with a minimum of two finishing coats; removing and replacing damaged suspended ceiling boards and T-grid sections (approximately 280 to 286 m2); lifting and replacing carpet tiles with aluminium threshold strips (approximately 170 m2); painting kitchen walls with washable enamel (approximately 20 m2) and repairing or replacing kitchen cupboard doors, hinges and handles; and painting ablution walls (approximately 80 m2) with wet-area paint, repairing wall cracks and re-grouting cracked tiles. The Contractor must supply all labour, supervision, materials, plant, access equipment, permits, protection, cleaning and waste removal. Work must be carried out after hours or as agreed with the ACSA Service Manager, rubble must be removed daily, and approval of colours and materials is required before installation. Defect liability is stated as three months in the service information and six months in the pricing schedule, so bidders should clarify this during the query period. Key requirements include SANS standards and OHS Act compliance, an OHS safety file, airside and site permits (for example, AVOP, personal and hot-works permits), and ACSA's health and safety rules. Subcontracting requires prior written ACSA approval. Prices are fixed for the contract duration, with no price adjustment. Bids are evaluated on an 80/20 price and B-BBEE preference basis, and the tender is subject to a compulsory briefing and site inspection on 18 November 2026 at 12:00. Bidders must hold a CIDB contractor grading of 1GB or higher, and the required insurances include employer's liability (R20 million), motor liability (R5 million) and professional indemnity cover, as applicable.
For contractors, this opportunity offers a defined, well-documented scope of finishing and light refurbishment work at a national key airport, with a clear payment process: invoices are paid within 30 days of the assessment day, supported by monthly reports and detailed assessments. It is a good fit for contractors with experience in commercial interior refurbishment in occupied buildings, airport or secure-site work, and strong OHS and permit compliance. Interested bidders should review the full bid document, including the Pricing Schedule and insurance annexure, and should confirm the quantity discrepancies noted in the documents (for example, ceiling area and ablution painting area) through the formal query process before the 23 November 2026 query closing date. The closing date for submissions is 27 November 2026 at 13:00 by email to ACSARfq@airports.co.za.
CIDB-registered general building contractors with a 1GB grading or higher, particularly those with experience in commercial interior refurbishment, painting, ceiling and flooring installation, and joinery or kitchen cupboard repairs. Suitable bidders should be based in or able to mobilise to the Eastern Cape, have experience working in occupied or secure facilities such as airports, and be able to obtain airside and site permits, meet OHS Act and ACSA safety requirements, and provide the required insurances and B-BBEE documentation. Small and medium contractors that meet the CIDB grading and compliance requirements, including those eligible for B-BBEE preference points, are encouraged to consider the tender. Subcontractors are not directly eligible to bid but may be proposed as subcontractors with ACSA's prior written approval.
