Overview

Summary

KwaZulu-Natal Department of Health seeks multiple service providers for comprehensive cleaning of buildings and offices at 50+ hospitals and community health centres across the province over a three-year period. Bidders must meet strict IPC protocols, supply all equipment and chemicals, and comply with BCCCI wage rates. Multi-award with a maximum of two facilities per bidder.

Detailed Description

The KwaZulu-Natal Department of Health (Bid ZNB 3001/2026-H) is inviting suitably qualified and experienced service providers to deliver comprehensive cleaning services for buildings, offices and associated areas at selected departmental facilities. The contract is for a period of thirty-six (36) months and will be awarded as a multi-award bid, covering facilities across more than ten districts, including Amajuba, eThekwini, Harry Gwala, iLembe, King Cetshwayo, Ugu, uMgungundlovu, uMkhanyakude, uThukela and Zululand. Covered sites include regional and district hospitals, community health centres (CHCs), specialised centres and chest hospitals. The scope is broad and includes general wards, outpatient departments, theatres, high-care and intensive care units, isolation wards, casualty, labour wards, pharmacies, administrative offices and sanitary facilities.

The service is highly specialised because of the clinical environment. Service providers must comply with Infection Prevention and Control (IPC) protocols, the Regulated Norms and Standards for Healthcare Establishments (2017), the National Environmental Management: Waste Act and the Occupational Health and Safety Act. Key requirements include healthcare risk waste handling and transport using dedicated trolleys and PPE, colour-coded cleaning equipment to prevent cross-contamination, and provision of all cleaning equipment, chemicals and consumables by the contractor. Chemicals must meet NRCS VC8054 and relevant SANS standards, with Safety Data Sheets supplied. Dedicated ICU teams must be maintained with no staff rotation. Shift patterns include weekday day shifts, and 24-hour weekend and public holiday coverage. Bidders must supply uniforms, maintain daily cleaning records, submit monthly reports and provide quarterly staff refresher training.

Mandatory compliance requirements are strict. Bidders must be registered on the Central Supplier Database and BCCCI-KZN, hold at least R2 million in public liability insurance, maintain a minimum of ten staff registered with COIDA and UIF, provide proof of at least R500,000 in start-up capital, and submit three traceable reference letters from cleaning contracts in the last three years. Wages must not fall below BCCCI or NCCA sectoral rates. The bid is evaluated on price (80 or 90 points) and specific goals for businesses at least 100% black-owned (10 or 20 points). A site inspection is compulsory on 12 November 2026 at 11:00, and bids close on 30 November 2026 at 11:00 at the Supply Chain Management offices in Pietermaritzburg. For businesses with capacity and healthcare cleaning experience, this represents a substantial multi-year opportunity with a fair, multi-site allocation model.

Suitable Businesses

This tender is best suited to established commercial or healthcare cleaning companies with proven experience in hospital or clinical environments and knowledge of IPC protocols. Applicants should be at least 100% black-owned to qualify for specific goals points, or be prepared to compete on price and compliance. Businesses must be able to employ and manage a substantial workforce (the combined requirement across facilities runs to hundreds of cleaners), supply all equipment and chemicals, and meet the financial and insurance thresholds. Small and medium enterprises may apply for individual facilities or sites (maximum two per bidder), but should confirm they hold BCCCI-KZN registration, COIDA and UIF registration, and the required reference letters. Joint ventures and consortia are permitted with separate CSD and tax compliance documentation for each party. Companies without healthcare cleaning experience or the capacity to meet the mandatory compliance requirements should not apply.
