Overview

Summary

Requires a SITA RFB1183-accredited provider to set up an ICT Portfolio Management Office by configuring Microsoft 365 and Power Platform tools. Includes a 36-month on-site contract with optional 24-month renewal.

Detailed Description

A national government department is seeking a single legal entity to establish and operate an ICT Portfolio Management Office (PMO) that will govern and deliver its multi-year Digital Transformation strategy. The department has identified fragmented ICT planning, inconsistent project governance, limited investment visibility, and cyber-security and data-privacy risks as reasons for a centrally governed PMO. The service provider must develop a PMO framework covering policy, methodology, governance processes, RACI, stage-gates, and templates, and must also design the PMO organisation, resourcing plan, and capability transfer approach.

The core technical requirement is that the PMO solution is built entirely by configuring and customising the department's existing Microsoft 365 and Power Platform licences. These include Microsoft Planner, Project for the web or Planner Premium, Power Apps, Power Automate, Power BI, SharePoint Online, Teams, and Dataverse. Standalone, separately hosted, or third-party PMO systems are not accepted, and the solution must reside within the department's Microsoft 365 tenant and use its Microsoft Entra ID. Bidders may not supply or resell software licences, and licence costs must be excluded from the bid price. Scope also includes requirements analysis, a solution design approved before build, system, integration, and user acceptance testing with a traceability matrix, data migration from legacy registers, Power BI executive and portfolio dashboards, role-based training, hypercare support, and knowledge transfer. Indicative timeframes require the go-live of the configured system and dashboards within six months, with the framework and templates delivered in the first four months. Bidders must be accredited on SITA RFB1183/2022 for specified ICT service categories, including ICT project management, business solution implementation, application development and analysis, AI, IoT, DevOps and integration, ICT support incident management, and IT consulting for architecture and governance. Mandatory requirements include a named team of seven professionals: a PMO Technical Lead, two Technical Project Managers, two Project Administrators, a Change Lead, and a Reporting Analyst, all deployed full-time and on-site at the department's Pretoria head office. Security clearance in line with the Minimum Information Security Standard (MISS) is required, and proof of registration with relevant professional bodies must be provided.

The contract runs for 36 months with an option to renew for 24 months, subject to satisfactory performance and the availability of funds. Evaluation is 80/20, with price accounting for 80 points and specific goals (B-BBEE ownership by Black people, women, and persons with disabilities) for 20 points. Functionality is scored out of 100, with a minimum threshold of 70. The PMO Technical Lead's experience and the bidder's record in establishing ICT PMOs (supported by reference letters no older than five years) carry the greatest weight, alongside a detailed project plan. A non-compulsory virtual briefing session is scheduled for 13 November 2026, and bids close on 27 November 2026 at 11:00 via the eTenders portal. Bids remain valid for 90 days, and all pricing must be in South African Rand and inclusive of VAT. The successful provider will gain a long-term, high-profile public sector engagement that builds reusable Microsoft-based governance assets, which the department will own. Successful delivery will also strengthen the provider's credentials in large-scale Microsoft Power Platform portfolio governance.

Black-owned, women-owned, disabled-owned, and EME or QSE businesses may benefit from the specific goals points.
