Seeking a SETA-accredited provider to deliver a 5-day beginner South African Sign Language course for 15 EDTEA employees in Pietermaritzburg, including venue, lunch, training materials and certificates. Closes 20 November 2026.
The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) is seeking a service provider to deliver a Beginner Level South African Sign Language (SASL) course for its employees. The course responds to the department's identified need, recorded in its 2026/27 Workplace Skills Plan, to build staff capacity in sign language so they can communicate with deaf colleagues, improve service delivery and engage more effectively with the community. The contract period is one month from the signing of the Service Level Agreement, and the training is to be delivered face to face over five days to one group of 15 delegates.
The service provider will be responsible for the full training package. Delivery must cover introductory SASL, rules of communication with deaf people, one-on-one and group interaction, communicating through an interpreter, workplace and written communication, fingerspelling, name signs, greetings, basic everyday and work-related conversation, and an introduction to Deaf culture and SASL grammar. Assessment includes an in-class demonstration of learning and a conversation with a Deaf person on a familiar topic. The provider must supply a training manual or learner guide, a venue in Pietermaritzburg, and lunch and beverages for the duration of the course. Originally printed certificates of completion must be issued within three weeks of training, and any certificates with errors must be reprinted within 10 days. Pricing must be submitted as a firm price, inclusive of VAT for VAT vendors. Disbursements are capped at 10% of the project cost, and only actual costs are recoverable.
The bid is evaluated in four phases: administrative compliance, functionality (minimum 60%), price and preference, and final negotiation and award. Functionality is scored on methodology (30 points), company experience supported by at least five client reference letters (30 points), and the qualifications and experience of the facilitator (40 points). The facilitator must hold a National Diploma in SASL Interpreting and be accredited or registered as an assessor or moderator with ETDP SETA, another relevant SETA, CHE or QCTO. The bidder must also be registered on the Central Supplier Database. Preference is scored on an 80/20 basis, with 20 points available for KZN-based suppliers who provide the required proof of location. Bids close on 20 November 2026 at 15:00 and must be deposited in the bid box at 270 Jabu Ndlovu Street, Pietermaritzburg. The document does not state a budget value.
