Educational Awareness Facilitation Services for Social Ills

The Cape Winelands District Municipality (CWDM) is seeking a service provider to appoint a facilitator to deliver motivational speaking and educational awareness sessions across the district. The programme targets young people and aims to build awareness of the dangers and consequences of drug and substance abuse, gangsterism, teenage pregnancy, gender-based violence (GBV) and bullying. The sessions are intended to empower learners to make informed choices, avoid risky behaviours and become responsible, productive members of society. Sessions are typically held at schools, usually in school halls, and must be completed within 60 minutes. The content must include a dramatic and personal introduction from the speaker, the impact of drugs and gangsterism on the speaker's own life, a comparison of life in prison versus normal life, the destructive effects of common drugs, the ways gangsterism can take over a young person's life, the after-effects of bullying, the impact of teenage pregnancy and GBV, and a message of support and motivation for the youth.

The successful bidder must provide its own transport, arrive at the venue 30 minutes before each session, and deliver sessions in Afrikaans, English and isiXhosa. Where Council facilities are unavailable, the service provider must arrange and pay for a venue. Pricing must be quoted per session, be market related, VAT inclusive, and cover all labour, transport, consumables and disbursements. Prices must remain valid for twelve months, and no claims for price increases will be accepted. Payment is made within 30 days of a verified invoice, with no upfront payments. Deliverables must be completed within 90 days or before the end of the financial year, as mutually agreed.

Evaluation is based on functionality (60 points) and price, under the 80/20 preference point system, with B-BBEE and locality points available. Functionality scores comprise service provider experience in conducting awareness sessions (15 points, based on the number of sessions conducted) and the experience and skills of each facilitator in each language (45 points, based on years of experience). Bidders scoring below 42 out of 60 for functionality will be rejected. Supporting evidence, such as proof of similar sessions in the past three years, company profiles, client references and facilitator experience details, must be submitted with the bid. Mandatory documents include a valid tax compliance status PIN, CSD registration, a valid COIDA letter of good standing, and completed MBD forms. The contract will be awarded to a single service provider.
