Cleaning and Gardening Services

Sentech SOC Limited is seeking a qualified service provider to render cleaning, gardening, and pest control services at its Middelburg Operational Centre in the Eastern Cape, within the Southern Region, for a period of three (3) years. The previous contract for these services has expired. The service provider will keep office premises clean, hygienic, and well maintained. The premises comprise offices, a kitchen, two bathrooms, passages, a reception area, two storerooms, a boardroom, and workshop rooms. Cleaning is required Monday to Friday, 07h30 to 16h00, once a week, excluding public holidays. Where a public holiday falls on a scheduled day, the service is brought forward to the previous day.

Cleaning scope includes general cleaning of common areas, floors, tiles, partition and internal walls, furniture, and deep cleaning of sanitary facilities, kitchens, boardrooms, and staff areas. High-level cleaning of IT and communication equipment, carpet cleaning, and litter picking are also included. Window cleaning, inside and outside, must be performed at least monthly. The service provider must supply its own staff, equipment, cleaning chemicals, consumables, and a low-noise vacuum cleaner. It must also provide a weekly and monthly cleaning roster. Hygiene obligations include supplying and servicing sanitary and urinal gel fragrance units monthly, and supplying toilet paper, hand soap, seat wipes, air fresheners, paper towels, wastepaper bins, and sanitary bins with service. Chemicals listed in the scope include floor cleaners, floor polish, disinfectant, bleach, and glass cleaner. The Bill of Quantities also covers a safety file with PPE over the contract period.

Gardening services require attendance on site twice a week, on Tuesdays and Thursdays, with the usual public holiday adjustment. Duties include mowing and trimming lawns, weeding, pruning bushes, shrubs, and hedges, watering, fertilising, sweeping outdoor areas, raking leaves, removing garden waste, and pruning trees within the security area once a year during winter. The provider must supply all its own gardening tools and equipment. Pest control covers ants, cockroaches, and rodents, with safe, SABS/SANS-compliant treatments applied by certified technicians, bait stations, rodent traps, monitoring logs, and emergency call-outs. The scope states quarterly treatments, while the pricing schedule lists six treatments at twice a year. Bidders should clarify this at the briefing.

Bidders must submit pricing in ZAR, including VAT, broken into Bill of Quantities sections for general cleaning and gardening and for pest control. Escalations must be shown for Years 1 to 3. A compulsory site briefing takes place at 11:00 on 17 November 2026 at 82 Du Plessis Street, Middelburg. Quotations close on 25 November 2026 at 12:00 and remain valid for 90 days. Evaluation proceeds in three stages: administrative responsiveness, mandatory criteria (valid COIDA registration with cleaning and gardening services as the nature of business), and functionality (minimum 35 of 60 points for company experience, completed contracts, and supervisor experience). Price and B-BBEE preference are scored on an 80/20 basis. Successful appointment offers a three-year, stable recurring revenue contract with a government-linked corporate client.
