Overview

Summary

Supply, delivery and offloading of concrete, cement, grout, gravel, kerbs, rip-rap and reinforcing steel for the Tzaneen Dam wall raising project in Limpopo. Orders are placed as required over 12 months. Closes 27 November 2026.

Detailed Description

The Development Bank of Southern Africa (DBSA), acting as Implementing Agent for the Department of Water and Sanitation (DWS), is seeking a service provider to supply, deliver and offload a range of construction materials for the raising of the Tzaneen Dam wall on the Groot Letaba River in Limpopo. The contract runs for twelve months on an as-and-when required basis, with orders placed by DWS Construction North. Quantities in the Bill of Quantities are estimates for pricing and evaluation only and do not guarantee a minimum order value. Rates are fixed for the contract duration and are not subject to price adjustment for inflation.

The scope covers four groups of materials. Concrete materials include ready-mix concrete Grade 30/19 (approximately 5,000 m3, to approved mix designs, with batching, transport and discharge), bulk cement (approximately 3,600 tons, delivered by tanker into batching plant silos), cement in 50 kg bags (approximately 20,000 bags, CEM IV/B-V 42.5N), and non-shrink cementitious grout in 25 kg bags (approximately 2,000 bags). Toe road materials include 1 m Figure 10 pre-cast kerbs (approximately 2,000), G5 and G7 gravel (approximately 4,900 tons each), and filter drain material (approximately 12,000 tons). Crusher-run materials include granitic rip-rap in the 60-100 mm size range (approximately 9,000 tons). Reinforcement includes high tensile deformed bars from 8 mm to 32 mm and mild steel bars from 12 mm to 20 mm, supplied, cut, bent, delivered and offloaded to a total of roughly 550 tons. All materials must meet the specified SANS standards, including SANS 1083 for aggregates, SANS 50197 for cement, SANS 920 for reinforcing steel and SANS 282 for bending shapes, and the supplier must operate a quality control system. Delivery lead times are 3 days for ready-mix concrete and 7 to 14 days for other commodities. Deliveries must be coordinated so that they do not disrupt day-to-day dam operations.

Key requirements include a compulsory site tender briefing (13 November 2026, 11:00, at the Tzaneen Dam site), proof of at least two completed projects of similar nature worth R10 million or more each within the last five years, a Grade A or B bank rating letter no older than three months, a valid CSD registration, a SARS tax compliance PIN, and audited or accountant-signed financial statements. Successful bidders must subcontract at least 10% of the contract value to local SMMEs, prioritising those in the project locality, and must comply with NEC3 Supply Contract conditions, including delay damages and defect correction obligations. Bids are evaluated on responsiveness, financial offer and preference points, and risk analysis. The tender offers a sustained, multi-year pipeline of supply work linked to a major water infrastructure project, providing predictable volumes for suppliers able to meet the technical, delivery and compliance requirements.

Suitable Businesses

This tender suits ready-mix concrete producers, cement distributors, aggregate and quarry operators, reinforcing steel suppliers and fabricators, pre-cast kerb manufacturers, and bulk transport operators with tipper and tanker fleets. Companies with a Limpopo base or strong regional logistics are well placed. Local SMMEs in the Tzaneen area may benefit as subcontractors, since the 10% mandatory local SMME subcontracting requirement applies. Bidders must meet the strict pre-qualifiers: at least two similar projects of R10 million or more in the last five years, a Grade A or B bank rating, CSD and tax compliance, and attendance at the compulsory briefing. The returnables also reference CIDB registration, so bidders should confirm their CIDB status. Small suppliers without the required project history or financial standing should consider joining a joint venture or subcontracting to a qualified prime bidder.
