Establishment of a rotational panel of event management providers for KZN's Economic Development, Tourism and Environmental Affairs department, covering izimbizo, conferences and exhibitions. Four categories (A–D); EXSA/SAACI accreditation required for C and D. Contract runs to 31 August 2028.
The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) is inviting suitably qualified and experienced service providers to join a panel for professional event management services, to be called upon as and when required. The panel is intended to shorten procurement timelines: events valued at or below R1 000 000 will be procured by inviting quotations from panel members rather than through a full bid process, which is important given the short notice typically required for departmental events. Panel members will be used on a rotational basis, with each provider competing on price and preference points for each event. Work is expected to cover community outreach events (izimbizo) for audiences of up to 2 000 people (Category A) and above 2 000 people (Category B), as well as national (Category C) and international (Category D) conferences and exhibitions. The scope is broad and includes venue set-up (marquees, tables, chairs, staging, sound and lighting), catering for VIP and community guests, transport and parking, security and marshals, medical services, health and safety oversight, accreditation, translation and sign language, signage and banners, décor, entertainment, water and sanitation, and waste disposal. Bidders must also provide a dedicated project leader available 24 hours a day for the duration of each event, supported by an administrator, and must deliver a close-out report for every event. The panel is intended to operate until 31 August 2028.
Eligibility and evaluation are set out in detail in the bid document. Providers must be registered on the Central Supplier Database (CSD), hold a valid tax compliance PIN or status, and complete SBD 4 (bidder disclosure). A compulsory briefing session was held on 29 October 2026 at the Cedara College Auditorium, and attendance is required to qualify. Bidders must select the category or categories they are applying for. Categories C and D require valid accreditation or membership with both the Exhibition Association of Southern Africa (EXSA) and the Southern African Association for the Conference Industry (SAACI), with certified proof attached. Each category has minimum requirements for public liability or professional indemnity cover (R1.5m for A, R2.4m for B, R3.6m for C, R6m for D), bank-certified cash or credit facilities (R500k, R800k, R1.2m and R2m respectively), a company profile, at least three to five reference letters from previous clients, and CVs with certified qualifications for key personnel. Project leader experience requirements range from 5 to 12 years depending on category. Evaluation runs in three phases: administrative compliance, functionality (scored out of 150, with a minimum pass of 90, or 60%), and preference points on an 80/20 system. Please note that the bid document states the functionality threshold as 70% in Section H but 60% in the evaluation section, and reference letter requirements are given as both "3" and "5 or more"; interested bidders should seek clarification through the SCM office before submitting.
The tender also promotes economic transformation. Successful providers are expected to subcontract non-critical event services and supplies to small businesses, including black-owned, women-owned, youth-owned, disability-owned and MSME enterprises within the district where each event is held, and to source local labour for rural events, with a focus on youth and women. Providers must work to the Department's protocols, comply with the Occupational Health and Safety Act, hygiene regulations and municipal by-laws, and submit invoices within 14 days of each event. Payment is due within 30 days of an acceptable invoice. Bids close on 18 November 2026 at 11:00 and must be deposited in the bid box at 270 Jabu Ndlovu Street, Pietermaritzburg, 3201. Late, emailed or faxed submissions will not be accepted. Queries should be directed to the SCM office at bids@kznedtea.gov.za or (033) 264 2731 / 2864.

All applicants must be CSD-registered, tax compliant, able to meet the insurance and cash-flow thresholds for their chosen category, and able to provide a 24-hour project leader.
