SASSETA seeks a experienced service provider to supply, modify and support a Microsoft Dynamics 365 Finance System, covering budgeting, revenue/levies, payroll, fixed assets, invoicing, payments and reporting. Bidders must be a Microsoft CSP, with the contract running from appointment to 31 March 2030.
The Safety and Security Sector Education and Training Authority (SASSETA), a Schedule 3A public entity reporting to the Department of Higher Education and Training, invites proposals from suitably experienced and knowledgeable service providers to supply and modify a Microsoft Dynamics 365 Finance System. The contract runs from the date of appointment to 31 March 2030. The successful bidder must implement the system within 12 months of appointment, provide an initial 5TB of cloud storage with additional storage on a needs basis, train users, and provide ongoing support and maintenance, including annual licensing. The service provider will report directly to SASSETA's Finance Manager and must sign a confidentiality agreement.
The required functionality, detailed in Annexure B, spans finance and grant administration. Core modules include budgeting by cost centre and general ledger, revenue and levy management (including DHET levy data uploads and public sector employer invoicing), investment income and investment tracking, and administration, mandatory grant and discretionary grant expenditure processing. Further modules cover a commitment register, payroll with HR integration, inventory, travel management, fixed asset register with electronic asset verification, petty cash, journals, bank reconciliation, creditor management, payment processing with multi-signatory approval, and reporting including management accounts, financial statements, business intelligence and audit reports.
Evaluation follows a phased process. Phase 1 is mandatory: a valid Microsoft CSP status (direct or indirect, with partner confirmation letters where applicable), a complete pricing matrix in the locked Annexure C, CSD registration, and the required SBD forms. Phase 2 scores functionality on experience references, project manager and solution architect credentials (PMP or Agile, and MB700 certification), and a Gantt-chart implementation plan, with a 70% threshold and a minimum score of 1 on each criterion. Phase 3 requires a live demonstration of all active modules, with 100% required. Final evaluation uses the 80/20 preference point system (price 80, specific goals 20) against an estimated value not exceeding R50 million including taxes. Submissions are by email to financesystem@sasseta.org.za, closing 12 November 2026 at 11:00, with a 120-day validity period.
