Three-year, as-and-when contract to deliver accredited Business English, professional writing and AI literacy training to employees in Gauteng and KwaZulu-Natal. Bidders need valid training accreditation, a training facility within 30 km of specified sites in each province, and rate-per-delegate pricing.
This tender seeks a suitably qualified and accredited training service provider to design and deliver Business English, professional writing and Artificial Intelligence (AI) training programmes for employees of Air Traffic and Navigation Services SOC Ltd (ATNS), a state-owned company responsible for air navigation and air traffic services in South Africa. The contract runs for three years on an as-and-when required basis, with training delivered in Gauteng and KwaZulu-Natal. ATNS does not guarantee any minimum volume of work, and services will be requested through formal instructions or approved work orders. The stated objective is to improve employees' communication skills, business writing competency and AI literacy in order to enhance operational efficiency, productivity and professional effectiveness.
The required scope covers, but is not limited to, business grammar and sentence construction, professional verbal communication, vocabulary development, effective workplace communication, business presentation skills, communication etiquette, listening and comprehension skills, and professional email communication. AI training forms part of the same programme set, focused on building practical AI literacy for the workplace. Pricing is submitted as a rate per delegate in South African rand, inclusive of all applicable taxes. Rates must cover facilitator fees, training materials, assessments and learner evaluations, certification, administrative costs, post-training reports, attendance registers and all training delivery costs. Any disbursement not priced in the schedule will not be accepted, and bids that deviate from the prescribed pricing schedule or leave any line item incomplete will be declared non-responsive.
Bidders must meet several mandatory requirements to progress. These include a valid SARS Tax Compliance Status PIN (valid for 60 days from submission), a valid accreditation or recognition certificate from a recognised training authority or quality assurance body, and at least one client reference letter for Business English, professional writing and/or AI training completed within the past five years. Reference letters must be on official letterhead, signed and dated, and must include contact details; letters of appointment or contracts are not accepted as substitutes. Bidders must also show an existing training facility, or a letter of intent to secure one, in Gauteng within 30 km of ATNS Head Office in Bruma, Johannesburg, and in KwaZulu-Natal within 30 km of King Shaka International Airport in La Mercy, Durban. Failure to submit valid accreditation results in automatic disqualification. The bid is evaluated on an 80/20 preference point system, with 80 points for price and 20 points for specific goals, and must be submitted in two parcels through the e-Submission (e-Tender) system. The closing date is 17 November 2026 at 11:00, and offers must remain valid for 60 days after closing.
For the successful provider, the contract offers a structured, repeatable training relationship with a national aviation organisation and the opportunity to deliver across two provinces over three years. For ATNS, the programme aims to build clearer written and spoken communication across teams and to equip staff with the AI literacy needed for modern operations. Bidders should read the full bid documents, including the POPIA provisions on handling personal information and the declarations of interest and independent bidding, before responding.
Accredited training providers and corporate training companies with a valid accreditation or recognition certificate, an existing or committed training facility within 30 km of the specified sites in both Gauteng and KwaZulu-Natal, and recent (last five years) client references in Business English, professional writing or AI training. Businesses able to price per delegate on an all-inclusive basis and deliver flexible, on-demand training will be best placed to respond. Businesses without accreditation, without facilities in both provinces, or whose experience is limited to consulting or content creation without training delivery are unlikely to qualify. Bidders should confirm their SARS tax compliance status and preference point eligibility before the closing date.
