Detailed Description

The Department of Public Works and Infrastructure (DPWI) is seeking a professional mechanical engineering service provider for the repair and refurbishment of the Botshabelo Magistrate Office complex in the Free State. The project covers a one-storey magistrate office block and several single buildings within the complex. The appointed consultant will be responsible for mechanical and related defects, including repair, servicing and replacement of air-conditioning installations, repairs to mechanical fittings and wiring, and related civil and structural defects. The wider works include repairs to rusted and leaking roofs, broken tiles, window frames and cracks, and the repair or replacement of perimeter fencing, lights and civil infrastructure. The estimated project cost for the mechanical works is R1,152,112.42 excluding VAT. The fee basis is a percentage of the estimated construction value (value-based fees) under the 2023 NDPWI Scope of Engineering Services and Tariff of Fees, with a time-based option for additional services.

The services follow the standard professional services stages: inception, preliminary design, detail design, documentation and procurement, contract administration and inspection, and close-out. The consultant must also prepare an environmental impact assessment application on behalf of the Employer, compile and monitor an Environmental Management Plan, provide Occupational Health and Safety compliance support, and comply with EPWP labour-intensive works requirements where applicable. Tenderers must show a full-time supervising professional mechanical engineer registered with the Engineering Council of South Africa (ECSA), provide proof of professional indemnity insurance of at least R1.5 million, and list key persons with current registration. Risk and capability are assessed on comparable projects over the past five years, contractual performance, staff resources, professional indemnity insurance and financial viability. Functionality scoring is not applicable. Preference points apply under the 80/20 system, with points for B-BBEE status, Free State location and designated group ownership.

Note for bidders: the document contains inconsistencies. The tender data states that the clarification meeting is not compulsory, but the returnable schedule lists a compulsory site clarification meeting. Bidders should confirm this with the departmental project manager, Mr Ditaba Matsela (051 408 7362), before the closing date. The invitation is addressed to service providers nominated from the Department's professional services supplier register, so eligibility should be checked before preparing a submission. Quotations must be submitted as hard copies to the Ground Floor Tender Box at 18 President Brand Street, Bloemfontein, by 11:00 on 19 November 2026. Electronic, facsimile, telephonic and late submissions will not be accepted. The tender validity period is 84 days from closing.

Suitable Businesses

This tender suits ECSA-registered mechanical engineering consultancies, or multidisciplinary practices with a full-time supervising registered mechanical engineer or engineering technologist. Firms must be on the Department's professional services supplier register to receive the invitation. Businesses with experience in government building refurbishment, HVAC and building services, and EPWP-compliant projects are well placed. Free State-based firms and EME/QSE businesses that are at least 51% owned by black people, women, youth or people with disabilities can claim preference points. Small firms may partner with others, but consortia must submit the required joint venture resolutions and documents.
