Cape Winelands District Municipality seeks a service provider for catering and décor at the Grade 12 Top Achievers Awards on 7 February 2027 in Drakenstein, serving 350 guests with a finger lunch, including 50 Halaal meals. Requires a valid Certificate of Acceptability and Halaal certification for Halaal catering. Closes 11 November 2026.
The Cape Winelands District Municipality (CWDM), in partnership with the Cape Winelands Education Department, invites formal written price quotations from suitably qualified service providers to supply catering and décor for the Cape Winelands Grade 12 Top Achievers Awards event. The event honours outstanding Grade 12 learners from across the district and will be held in the Drakenstein area on 7 February 2027 at 18:00. The successful bidder will be awarded a single contract covering the full scope of work, and the Municipality reserves the right to award more than one category to one provider.
The catering scope requires a finger lunch for 350 guests, including roasted chicken drumsticks, assorted cold meats, cocktail rolls, vetkoek with curried mince, crackers with cheese toppings, vegetable spring rolls, summer fruit platters, and mini lemon tartlets and chocolate éclairs. Beverages include chilled sparkling Grapetiser or Appletiser, 100% fruit juice in glass jugs, and chilled still water with mint. Service includes crockery, cutlery and drinking glasses. Of the guests, 300 require no special dietary provision and 50 require Halaal meals, which must be clearly identified as Halaal. Food must be kept at safe core temperatures, and the provider must hold a valid Certificate of Acceptability under R638 of 2018, a Municipal Health Services inspection report for the premises, and, for Halaal meals, a recognised Halaal certification. Transport must be in temperature-controlled vehicles where it is not covered by the premises certificate.
The décor scope covers a 350-guest venue with 8 guests per table. Requirements include 14 metres of black, red and silver stage draping, 44 black rectangular tablecloths, 350 black chair covers, 44 red table runners with silver décor per table, red serviettes, a 10-metre red carpet with four gold stanchions, a reception and photo booth area with bouquet, and two additional registration tables with black cloths. The provider must be on site throughout the event day. Pricing must be market related, fully completed on the compulsory pricing schedule, inclusive of VAT, labour, transport and consumables, and valid for the quotation period. Evaluation is based on responsiveness to specifications, value for money, capability to execute, and preference points (80/20 system: 80 for price, 20 for B-BBEE status and locality). Payment is made within 30 days of invoice, with no upfront payments. Submissions close on 11 November 2026 at 11:00 at 29 Du Toit Street, Stellenbosch, with a SARS Tax Compliance Status PIN, CSD registration and COIDA letter also required.
Licensed catering companies holding a valid Certificate of Acceptability, with a Halaal-certified division for the 50 Halaal meals, and event décor suppliers capable of staging a 350-guest event. Businesses should be CSD-registered, tax compliant, COIDA-compliant, and ideally based in the Cape Winelands District or Western Cape to qualify for locality preference points. Joint ventures or consortiums combining catering and décor expertise may also be suitable, provided each party submits its own tax and CSD documentation.
