Kouga Municipality invites tenders for a service provider to facilitate events over a two-year period. Evaluation is 80/20 (price/specific goals), and a compulsory virtual clarification session is held on 3 November 2026.
Kouga Local Municipality, located in Jeffreys Bay in the Eastern Cape, is inviting prospective service providers to submit tenders for the appointment of a service provider for events facilitation over a period of two (2) years. The appointment is a multi-year contract, giving the successful bidder a sustained working relationship with the municipality rather than a single once-off engagement. Tender Notice 253/2026 was published on 20 October 2026 and closes on 19 November 2026 at 12:00. The full scope of work, technical specifications, and deliverables are set out in the tender document, which is available on the eTender portal (www.etender.gov.za) or the municipal website (www.kouga.gov.za). Bidders must download the document and ensure that all pages are printed before submission.
Bidders must attend a compulsory virtual clarification session on Tuesday, 3 November 2026 at 10:00 via Microsoft Teams. The meeting link and passcode are provided in the advert. Attendees arriving 10 minutes or more after the start time will not be admitted. Any written inquiries must be sent by email to tenders@kouga.gov.za, with a copy to anene@kouga.gov.za. Telegraphic, telephonic, telex, facsimile, email, and late submissions will not be accepted.
The contract will be evaluated on the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals. Bidders who wish to claim specific goals points must submit the required proof and supporting documents. Submissions must include an original hard copy of the tender, along with an electronic copy of the completed document and all returnable documents saved on a USB flash drive or CD. Failure to provide both the original hard copy and the electronic copy will render the bid non-responsive. Bidders must also submit a valid Tax Compliance Status PIN and a National Treasury Central Supplier Database (CSD) Summary Report. Tenders must be placed in the tender box at 16 Woltemade Street (front entrance). Tenders delivered to any other location or placed in an incorrect box will not be considered. Bids remain valid for 90 days from the closing date. The municipality reserves the right to appoint more than one contractor, to accept any tender in whole or in part, to apply additional vetting methods, and not to accept the lowest bid.
This tender suits event management companies, event planning and production agencies, and experienced event facilitators with a track record in municipal, government, or community events. Marketing, communications, and PR agencies with events capacity, and hospitality or event logistics providers, may also be suitable. Businesses that qualify for specific goals points (such as B-BBEE status, local Eastern Cape or Kouga-based enterprises, SMMEs, or businesses owned by targeted groups) should prepare the required proof to maximise their evaluation score. All bidders must hold a valid Tax Compliance Status PIN and a CSD registration, and must be able to meet the hard copy and electronic submission requirements and the mandatory clarification session. Businesses that cannot commit to a two-year contract or to the stated submission deadlines should consider whether this opportunity fits their capacity.
