Overview

Summary

Three-year appointment of accredited training providers to facilitate supervisory skills (NQF 5) and medium voltage cable jointing and high voltage switching training for municipal staff. Evaluated 80/20 on price and specific goals, with a 70% minimum functionality score.

Detailed Description

This tender seeks one accredited training service provider for each of two training categories over a three-year contract period. Category A covers credit-bearing Supervisory Skills training aligned to Unit Standard 10148 (NQF Level 5, 14 credits), assessed through individual portfolio-of-evidence submissions, with a Certificate of Competence issued to successful learners. Category B covers Medium Voltage (MV) Cable Joints and Terminations, aligned to Unit Standards 259189, 259187 and 243668, and Operating Regulations for High Voltage Systems (HVRA/ORHVS), aligned to Unit Standard 242766 (NQF Level 5, 8 credits). The Category B scope spans 11kV to 33kV systems and requires both theoretical and hands-on practical training, including XLPE and PILC cable work, heat-shrink and cold-shrink accessories, separable connectors, and earthing and continuity practice. Bidders may tender for one or both categories.

Bidders must hold valid accreditation registered in the name of the bidding company for all programmes proposed, with assessor and moderator registration from the relevant SETA (for Unit Standard 10148) or EWSETA/QCTO (for the electrical programmes). Compulsory Facilitator, Assessor and Moderator CV templates must be completed and signed, supported by SETA accreditation proof and reference letters from relevant past projects. The provider must submit a draft training plan covering methodology, timelines, facilitation, portfolio submission, internal assessment, moderation and external verification. Pricing must be a fixed rate per delegate covering all associated costs, including facilitator fees, assessment and moderation, travel and subsistence, administrative support, ad hoc reporting and learner compliance verification. For Category B, the provider must also supply learner guides and assessment logbooks and manage the compilation of signed portfolios of evidence for EWSETA credit uploads. The municipality will provide the training venues, participant details, refreshments and lunch, and, for Category B, the equipment and consumable materials used in practical sessions.

Evaluation is on an 80/20 point system: 80 points for price and 20 points for specific goals, which include B-BBEE status and the locality of the enterprise (with preference for businesses located within the Kouga municipal area). Only bidders scoring at least 70% on functionality proceed to price evaluation, and functionality is scored on company experience, the experience of the lead facilitator, and the registration of the assessor and moderator. Mandatory compliance documents include a National Treasury CSD summary report, a valid SARS Tax Compliance PIN, business registration documents, certified ID copies, and a municipal billing clearance certificate. Hard copies and an electronic copy on USB or CD must be submitted to the tender box at the municipal offices in Jeffreys Bay, and non-compliant or late submissions will be rejected. A compulsory virtual clarification session takes place on 19 November 2026 at 10:00, and the closing date is 8 December 2026 at 12:00. Tenders remain valid for 90 days from the closing date.

Suitable Businesses

This tender suits SETA- or QCTO-accredited training providers with proven experience in municipal or public-sector skills development. Category A is suited to providers offering NQF Level 5 supervisory and management training with registered assessors and moderators for Unit Standard 10148. Category B is suited to providers with EWSETA or QCTO accreditation for MV cable jointing and high voltage switching (HVRA/ORHVS), and with practical training facilities or the ability to deliver hands-on electrical training. Businesses based in the Kouga area or the wider Eastern Cape will earn additional locality points. Small and emerging enterprises with good B-BBEE status may also benefit from the specific goals scoring. Businesses without the required accreditations, registrations or tax compliance status should not apply.
