Panel of 3–5 technical accounting advisory firms to provide IFRS guidance to PetroSA and CEF Group entities on an as-and-when-required basis. Scope covers accounting opinions, disclosure advice, consolidation, IFRS implementation and year-end audit support. Closes 24 Nov 2026; CSD registration required.
PetroSA, South Africa's national oil company and a subsidiary of the Central Energy Fund (CEF), is seeking to appoint a panel of three to five expert Technical Accounting Advisory Service providers. The panel will support PetroSA's Group of Companies, which spans the petroleum value chain and includes operations in South Africa and Ghana, with complex IFRS accounting matters. The appointment is for ad hoc, as-and-when-required work instructions rather than a fixed volume of services, and the panel may also be retained by other CEF Group entities, such as SA-NPC, iGas, PASA, the Strategic Fuel Fund, AEMFC and PetroSA Ghana, subject to their individual approval.
The scope of services includes providing technical accounting advice on how to account for specific transactions under IFRS, and advice on related disclosure requirements. Panel members will be expected to support management in resolving complex accounting issues across multiple jurisdictions, including accounting assessments for international upstream oil and gas (E&P) operations. Additional services include preparing accounting opinions and technical position papers for material transactions, assisting with the implementation of new and amended IFRS standards, supporting the consolidation of the PetroSA Group, and providing financial due diligence where required. Training on IFRS matters and year-end assistance with time-sensitive technical accounting findings raised by the Auditor-General of South Africa are also included. The PetroSA financial year ends on 31 March. Deliverables must be presented in a professional format, with two hard copies submitted via email to the relevant PetroSA representative.
The primary objective is to enhance the quality and consistency of financial reporting across the group. Successful panel members will gain access to a recurring, multi-entity mandate within a state-owned energy sector client, offering the opportunity to build long-term relationships with a major public institution. Interested bidders must be registered on the Central Supplier Database (CSD) and the PetroSA e-Procurement system, and must complete the supplier self-registration process, including BEE information where applicable and a conflict-of-interest declaration. The tender is submitted electronically through the PetroSA e-Procurement portal, and emailed submissions are not accepted. The closing date is 24 November 2026.
Registered accounting firms, audit and advisory firms, and independent consultants with strong IFRS technical expertise, particularly in upstream oil and gas (E&P) accounting, multi-jurisdictional reporting and group consolidation. Applicants must be registered on the CSD with a MAAA supplier number, complete PetroSA supplier self-registration, provide BEE information if they are a local supplier, and be able to submit tenders electronically. Firms without this experience or registration status should review the requirements carefully before bidding.
