Overview

Summary

Panel of service providers for refurbishing municipal vehicles, covering panel beating, rust treatment, painting, hydraulic repairs and branding, for three years. Bids close 8 December 2026 at 12:00.

Detailed Description

Kouga Local Municipality (Eastern Cape) is appointing a panel of service providers for the refurbishment of its municipal vehicle bodies for a period of three years. Panel members will be called upon through Requests for Quotation as the need arises, and appointed suppliers will be engaged through an appointment letter and contract following a shortened procurement process. The municipality does not guarantee any volume of work to panel members. All bidders that meet the minimum functionality score of 70% will be appointed to the panel.

The scope of work includes, but is not limited to, refurbishing all vehicle body parts and panel beating in accordance with SANS 1391, and body repairs. Cab, load bin and chassis work includes high-pressure cleaning, rust removal and priming and painting, with at least two coats of 2K white paint on the vehicle and load bin. Other tasks include rubberising the load bin interior, re-spraying rims, fitting amber LED rotating lights, fitting new decal kits, reupholstering seats in black synthetic leather, replacing door rubbers, floor carpets, mudflaps and bull bars, replacing damaged canopy windows and cracked windscreens, polishing headlamps, and servicing window regulators. Trailers require frame, boom and cage re-spraying, and reflective yellow striping must comply with traffic regulations. Hydraulic work covers overhauling valve banks, pumps, hand pumps and cylinders (including seal replacement and re-chroming of shafts), with hydraulic testing and safe working load certificates required. All vehicles must be re-branded to match Kouga Municipality's current branding. Warranties are a compulsory one-year rust warranty on all repairs and a five-year warranty on all paintwork. Old parts remain municipal property and must be returned with the vehicle. Successful bidders collect vehicles from the municipal depot and return them to the Jeffreys Bay municipal workshop, must take full responsibility for vehicles in their possession, and must carry on-premises liability insurance covering municipal vehicles. The municipality sets a lead time of no more than four weeks per vehicle from order date.

Bidders must have a workshop within 150 km of the Jeffreys Bay municipal workshop. The workshop must be fenced, secured, fitted with cameras and alarms, and monitored by a PSIRA-registered security company. The workshop and all staff must be registered with MIBCO, hydraulic lifts must be load tested, special tools such as torque wrenches must be calibrated, used oil disposal systems must be in place, and fire extinguishers must be certified and compliant with safety and building regulations. Functionality is scored on proven experience (up to 30 points, based on the number of similar vehicle contracts completed, with reference letters or completion certificates required) and RMI accreditation (up to 20 points, requiring a valid MIWA-accredited RMI certificate in the bidder's name). Price is not required at this stage. Bids are evaluated on the 80/20 preference point system, with 80 points for price and 20 points for specific goals: B-BBEE status level (10 points) and locality (up to 10 points, with the highest award for businesses within the Kouga municipal boundaries). Specific goals claims must be supported by a valid B-BBEE certificate or sworn affidavit and a municipal account or rental agreement in the bidding entity's name. Virtual offices are not accepted.

A compulsory virtual clarification session will be held on Wednesday, 18 November 2026 at 10:00, and late arrivals (10 minutes or more) will not be admitted. Tender documents are available on the eTender portal (www.etender.gov.za) and the municipal website from 6 November 2026. Bids must be submitted in sealed envelopes with an original signed hard copy and a readable USB or CD copy of all returnable documents, deposited at the tender box at 16 Woltemade Street, Jeffreys Bay, by 12:00 on 8 December 2026. Bids must be signed in black ink, and late, emailed or incorrectly deposited bids will not be considered. Bidders must also have a valid SARS Tax Compliance PIN, a CSD summary report, a Municipal Billing Clearance Certificate, and audited financial statements for the last three years where applicable. Bids remain valid for 90 days. The municipality reserves the right to appoint more than one contractor and is not bound to accept the lowest bid. Enquiries should be directed in writing to tenders@kouga.gov.za, with a copy to ngouws@kouga.gov.za.

Suitable Businesses

Panel beating and automotive body repair workshops with a valid RMI accreditation (preferably MIWA-accredited) and proven experience in similar municipal or fleet vehicle refurbishment. Suitable businesses must have a workshop within 150 km of Jeffreys Bay that meets the security, MIBCO, safety and equipment requirements, and should be able to provide a four-week lead time, the required warranties and on-premises liability insurance. Businesses located within the Kouga municipal area, the Sarah Baartman District or the Nelson Mandela Bay Metro, and those with strong B-BBEE credentials, will score higher on specific goals. Hydraulic repair specialists may also qualify if they can meet the hydraulic scope requirements. Businesses should verify their tax compliance, CSD registration and municipal account status before bidding, as non-compliance results in disqualification.
