Overview

Summary

Ingquza Hill Local Municipality invites qualified service providers to beautify Lusikisiki and Flagstaff entrances and CBDs, including four raised planter beds with natural stone walls, signage and solar lighting, plus supply and planting of trees and flowers. Works must be completed within two months of appointment.

Detailed Description

Ingquza Hill Local Municipality (IHLM) is seeking a qualified and experienced service provider to deliver beautification services for the entrances and central business districts (CBDs) of Lusikisiki and Flagstaff. The municipality has identified that unbeautified entrances and CBD areas detract from the appeal of its towns, and that attractive, well-maintained entrances can draw tourists and support local economic activity. The project aims to create a clean, attractive and safe environment for the community through the procurement, delivery, sowing and planting of trees, flowers and succulents, and the development of mini gardens.

The scope comprises two welcome signage planter beds at each town. In Lusikisiki, these are rectangular raised beds measuring 4m by 2.5m, located at the Magwa turn-off and in front of Khotso Primary School. In Flagstaff, circular raised beds with a 1.5m radius are required at the Siphaqeni turn-off and in front of the Flagstaff Town Hall. Each bed must be human-scale in height, built with natural stone block walls, carry steel cut-letter signage mounted on frames, and include a solar-powered light. Planting must follow a layered design (tall flowering succulents at the back, rosette or trailing succulents in the middle, low-growing colourful succulents in front, and gravel mulch with decorative boulders as infill). The contractor must also supply a list of trees and flowers, including species such as Dais cotinifolia, Strelitzia juncea, Bulbine frutescens and Draceana aletriformis. Soil must be assessed beforehand, with compost or manure added where sandy conditions require it, and physical barriers such as wire mesh, bird netting and floating row cover must protect seeds and plants from birds, rodents and other pests. Environmental considerations and SANS standards must be observed throughout.

Bidders must demonstrate a horizontal-capacity profile: at least one person holding an NQF Level 6 qualification in horticulture or a relevant field, at least one year of experience, and traceable landscaping references, with preference for three completed plant-utilisation projects of R200 000 or more. Evaluation is 100 points for functionality (capacity, company experience, ability to deliver through owned or leased trucks and TLBs, and methodology) with a minimum threshold of 70 points, followed by 80/20 price and specific-goals scoring. Mandatory documents include valid CSD registration, signed MBD forms, a valid SARS Tax Compliance Status PIN, and a signed declaration that no undisputed municipal accounts are overdue by more than 30 days. The project must be completed within two months of appointment, and bids are valid for 90 days after the closing date of 16 November 2026. Bids must be hand-delivered to the municipal tender box at 135 Main Street, Flagstaff.

Suitable Businesses

Suitable for registered landscaping, horticultural and grounds-maintenance companies, particularly those based in or near the Ingquza Hill area (Lusikisiki and Flagstaff) with experience in municipal or public-sector landscaping. Applicants should have a horticulture-qualified staff member (NQF Level 6), at least one year of landscaping experience, relevant project references, access to trucks and TLBs, and capacity to deliver within two months. Stone masonry and signage fabrication capability, or access to subcontractors for these, will be advantageous. Businesses owned by black people, youth, women or persons with disabilities may benefit from specific-goals points under the preferential procurement framework. Small and medium enterprises with CSD registration and a valid tax compliance PIN are encouraged to apply.
