Five-year, as-and-when-required contract for comprehensive cleaning, hygiene and specialised cleaning across multiple Rand Water sites, including deep cleaning, pest control, window cleaning and SHE bin services. A single supplier will be appointed. Closes 30 November 2026.
Rand Water, a state-owned bulk water utility, has invited bids for the provision of comprehensive cleaning, hygiene and specialised cleaning services at various Rand Water sites for a period of five years on an as-and-when-required basis. The contract will be awarded to one supplier and covers 15 facilities, including Rietvlei (Head Office, Glenvista), Zwartkopjes Hostel and Kitchen, Zwartkopjes Conference Centre, Zwartkopjes Training Centre, Emhlangeni Pipe Plant, EMS, Forest Hill, Water Bottling Plant, Barracks, Analytical Services, Process Technology, a Training Centre, Vereeniging Hostel and Kitchen, Water Wise and Zuikerbosch Hostel and Kitchen. The contract is expected to be placed on or before 1 April 2027 and ends when the purchase order funds are exhausted or after five years, whichever occurs first.
The scope covers periodic and routine services including carpet and upholstery cleaning, hard floor scrubbing and sealing, window and high-level window cleaning, wall and light cleaning, and deep cleaning of toilets, basins, showers, urinals, kitchens, canteens and fat traps. Hygiene services include replenishment of air fresheners and soap, hand foam and toilet seat wipe dispensers. Fumigation and integrated pest control, including bait station replenishment and safe disposal of dead rodents, are required, along with weekly collection and treatment of SHE bin contents using 50-micron liners and monthly submission of disposal certificates and manifests. Specialised cleaning, including emergency spill response where applicable, may be required. Work must be performed in occupied buildings with minimal disruption, and the supplier is responsible for repairing or replacing any items damaged during cleaning. Before-and-after date-stamped photographs, job cards and assessment reports must accompany invoices. Pricing is submitted on the Bill of Quantities (BoQ) per site, with escalation applied over the contract term. The total contract value is derived from the BoQ and is not stated in the tender documents.
Mandatory responsiveness requirements include a fully completed and signed Form of Offer, SAPCA company registration, an accredited pest control operator registration, National Contract Cleaners Association (NCCA) registration, and a valid waste transporter certificate for general and hazardous waste. Bidders must also meet the minimum 70-point functionality threshold, which assesses previous experience with written client references and completion certificates, human resource capacity (including a project leader with five years' experience, cleaning supervisors, and a safety officer), equipment resources, method statement, project programme, risk management and SHERQ documentation. Points are allocated on an 80/20 price and B-BBEE basis, though the document contains inconsistencies on the applicable system, so bidders should verify this in the clarification process. Additional requirements include CSD registration, tax compliance status, a SBD 4 and SBD 6.1 declaration, a resolution letter, three years of financial statements, insurance declarations, and a DIFR safety statistic. Bids must be valid for 180 days and submitted in sealed, original form at Rand Water Head Office, 522 Impala Road, Glenvista, by 12:00 on 30 November 2026. Clarification questions close 15 calendar days before closing.
For Rand Water, the contract aims to maintain clean, hygienic, safe and aesthetically acceptable facilities that support operational efficiency, employee wellbeing and statutory compliance. For suppliers, it offers a long-term, multi-site revenue opportunity with a defined service schedule, subject to annual review, and clear performance penalties for SHERQ non-conformances and reporting delays.
Established commercial cleaning and facilities management companies with experience in large, multi-site institutional cleaning, particularly in hostels, kitchens, offices and laboratories. Suitable applicants will hold SAPCA and NCCA registrations, a waste transporter certificate, access to accredited pest control operators, and the ability to provide a qualified project leader, supervisors and a safety officer. Given the 80/20 preference system, B-BBEE Level 1 to 4 companies and EMEs or QSEs with sworn affidavits are strongly positioned. Businesses lacking three years of relevant experience, client references with completion certificates, or the capacity to manage a five-year contract across a wide geographic footprint should carefully assess their eligibility before bidding.
