Evaluation proceeds in four stages: mandatory compliance; functionality, comprising a Phase 1 technical evaluation (minimum 45 of 60 points) and a Phase 2 live demonstration of the claims system (minimum 30 of 40 points); a non-disclosure agreement; and price and specific goals. Price is weighted at 80 points and includes the three-year broker fee and Year 1 insurance premiums, with annual fee increases limited to CPI. The remaining 20 points are for B-BBEE specific goals covering black, women, youth and persons-with-disability ownership. The contract offers a stable, multi-year public-sector mandate with significant administrative value for a qualified broker, but it demands substantial capacity, including dedicated key personnel, in-house claims administration, and proven access to local and international insurance markets.
