Supply and Installation of Diesel Standby Generators

The Passenger Rail Agency of South Africa (PRASA), through its Facilities Management division (SGR), has issued a re-advertised Request for Quotation for the appointment of a service provider to supply, deliver and install diesel standby generators at various train stations in the South Gauteng region. The contract runs for a period of six months and is structured as an as-and-when-required arrangement. The scope includes supplying and installing 30kVA and 80kVA standby generators, commissioning each installed unit, and issuing Certificates of Compliance (COCs) for the complete installations. Each generator installation must include a palisade or clearview generator cage, a 4.5kg CO2 fire extinguisher and a 4.5kg DCP fire extinguisher housed in a steel cabinet, reinforced concrete plinths (2750 x 1410 x 241mm, 25 MPa), SWA armoured copper cabling, sleeving, trenching and backfilling. Several sites also require removal and reinstatement of paving, and the contractor is responsible for demolishing existing equipment and transporting it to a nearby PRASA electrical depot.

The specification sets out clear technical and compliance requirements. All work must conform to SANS 10142-1, SANS 8528, the Occupational Health and Safety Act and applicable municipal and Eskom/NRS requirements. Materials must be SABS approved and carry quality assurance labelling, and the contractor must register the contract with the ECB and provide an accredited person in its employ. Bidders must be pre-qualified with a CIDB grade 3ME or higher, failing which submissions are disqualified automatically. Prices must be quoted in South African Rand, inclusive of taxes, on the prescribed Bill of Quantities, and remain fixed for the contract duration. Payment is subject to inspection and testing, a 10% retention applies under the JBCC framework, and penalties of 3% per day (capped at 10% of order value) apply for late delivery. Contractors must provide site security, photographic proof of work, a full safety file, medical fitness records, PPE matrices and third-party liability cover before site access is granted. PRASA is not obligated to accept the lowest bid.
