Overview

Summary

Professional service provider sought to review and replace Nkomazi Local Municipality's 5-year Integrated Waste Management Plan (IWMP). The six-month assignment covers ground-truthing, waste characterisation, GIS mapping, financial modelling, tariff review and stakeholder engagement, with Council adoption as the final outcome.

Detailed Description

Nkomazi Local Municipality in Mpumalanga, within the Ehlanzeni District Municipality, is seeking a qualified service provider to review and replace its existing Integrated Waste Management Plan, last adopted in 2018. The municipality currently diverts only about 10% of recyclables from its waste stream, with roughly 90% landfilled, and faces challenges including service backlogs, an ageing and constrained collection fleet, uneven access to formal collection, illegal dumping, limited disposal capacity and insufficient waste information. The assignment requires a substantive review rather than an editorial update, grounded in verified data, physical assessment, stakeholder participation, financial analysis and a critical evaluation of past implementation performance.

The scope covers the entire municipal jurisdiction, including urban, rural, farm, tourism, commercial, institutional, informal and developing settlements. Key deliverables include an inception report and project execution plan, a review of the existing IWMP, a situational analysis with field verification, a waste characterisation and material-flow study, a gap and needs assessment, ten-year waste projections, evaluation of service and infrastructure alternatives, and a costed, monitored implementation plan. Further requirements include a five-year financial model, tariff and indigent support review, a legal and policy register, an illegal dumping prevention programme, a hazardous and health care risk waste framework, climate and disaster resilience measures, GIS mapping with editable spatial datasets, and a stakeholder participation record. The final IWMP must be adoption-ready for Council and endorsement-ready for the provincial authority under the National Environmental Management: Waste Act, 2008.

The assignment is to be completed within six months from appointment and is priced as a fixed, fully inclusive lump sum payable only after final acceptance of all deliverables. Evaluation follows a three-stage process: administrative compliance, technical evaluation (minimum 70 points out of 100, weighted towards relevant IWMP experience and key personnel), and price and preference scoring on an 80/20 basis. Bidders must provide a multidisciplinary team covering project leadership, waste engineering, environmental and legal compliance, GIS, municipal finance, public participation and data analysis, along with mandatory documents such as a CSD report, valid tax compliance status, B-BBEE certificate and a bank rating letter. Successful delivery will give the municipality an implementable, financially realistic plan that can be integrated into its IDP, SDBIP and annual budget.

Suitable Businesses

Environmental consultancies, waste management planning firms, engineering consultancies with waste or infrastructure planning capacity, and multidisciplinary teams with IWMP track record. Bidders should have at least two to five approved IWMPs for municipalities, EAPASA or SACNASP-registered project leaders, GIS and financial modelling capability, and a physical office in Mpumalanga or elsewhere in South Africa. Small or emerging firms may suit the specialist or subcontracting roles if they partner with an experienced lead consultant in a joint venture registered on CSD. Firms without prior municipal waste planning experience or without the required compliance documents are unlikely to qualify.
