The National Museum in Bloemfontein, a declared cultural institution under the Department of Arts and Culture, has issued a Request for Quotation for electronic identity verification services. The successful bidder will provide a service that checks identity details against Department of Home Affairs records through an authorised data source or verification channel. Each check must indicate whether the submitted details match the records, or whether the verification is unsuccessful or inconclusive, and must return the relevant identity particulars and status information linked to the identity number. The National Museum expects the service to be accessed electronically through a secure online platform, portal, system integration, or another agreed electronic method. Each verification must produce an audit record showing the check date, a reference number, and the outcome. Access must be restricted to authorised National Museum officials, and all personal information must be processed securely in line with POPIA and other applicable data protection requirements. Bidders must also provide support for using the service. No physical delivery of equipment is required.

Bidders must price each verification inclusive of VAT and state whether the same rate applies to successful, unsuccessful, and inconclusive checks. Any once-off setup, platform access, subscription, monthly, integration, support, or other compulsory fees must be disclosed. The 800-check quantity is an indicative estimate used only for evaluating quotations. It is not a guaranteed purchase or minimum commitment, and the National Museum will pay only for the checks it actually requests and receives at the quoted rates. Quotations must remain valid for at least 90 days. Compulsory documents include written reference letters showing prior experience in pre-employment vetting services, completed and signed SBD 4 forms, proof of office location (a recent rates and taxes account or lease agreement), CSD registration with a supplier report, a CIPC registration document, and a valid SARS tax compliance PIN. Non-compliance with these requirements leads to disqualification. Evaluation is a three-stage process: pre-screening for compulsory requirements, then scoring with an 80/20 split between price and preference points. Preference points are available for B-BBEE status, Free State-based businesses, and businesses at least 51% owned by youth, women, or people with disabilities. Proof of claim must be submitted for each preference claim.

The main benefit of this opportunity is a recurring, pay-per-use revenue stream from a public institution, with no volume guarantee and no equipment or logistics requirements.
