Spatial Development Framework and Land Use Scheme Review

Kareeberg Local Municipality is seeking a qualified service provider or consortium to review its Spatial Development Framework (SDF) and Land Use Management Scheme (LUMS). The current SDF and LUMS were approved in 2019 and must now be updated to comply with the Spatial Planning and Land Use Management Act (SPLUMA) No. 16 of 2013, the SDF Guidelines (2017) and the National Land Use Classification Project. The project covers the entire municipal area and aims to align the municipality's planning instruments with the standards set by the Northern Cape Provincial Government under its Comprehensive SDF Guidelines.

The scope of work includes scanning and extracting relevant policy and legislation, examining the NSDF, PSDF, Karoo RSDF, district and local municipal SDFs, reviewing the Spatial Planning Base Data Audit reports, and studying the Integrated Development Plans, District Development Model (DDM) documents and sector plans. The service provider must assess the integrated planning process, review land use audits and soil capability studies, and facilitate a consultative process on both the draft and final documents. Bidders must be registered with the relevant statutory professional bodies in the sector. The municipality retains intellectual and copyright ownership of all documents developed under the contract.

This request for quotations (RFQ 04/2027) is issued by the Supply Chain Management unit and closes on 10 November 2026 at 15:00 at the municipal tender box, 10 Hanua Street, Carnarvon, 8925. Note that one notice in the document lists 12:00, so bidders should confirm the closing time with the municipality. No briefing session will be held. The current SDF is available on the municipal website at www.kareeberg.gov.za. Bids must be submitted in a sealed envelope on the official forms, including the pricing schedule, B-BBEE documentation, tax clearance, bank confirmation, and the MBD forms. Evaluation is based on an 80/20 price and preference system, with up to 10 points for B-BBEE status and up to 10 locality points (7 for businesses within the Kareeberg municipal area and 3 for businesses within the Northern Cape). The municipality does not bind itself to accept the lowest or any bid.
