Torch-on roof waterproofing of approximately 750 m² at an occupied performing arts venue. Requires Derbigum or equivalent APP/SBS membrane, CIDB grading, SANS 1393 CMS accreditation, a 10-year joint manufacturer guarantee and a compulsory site meeting.
The Playhouse Company is seeking qualified contractors to carry out roof waterproofing over approximately 750 m² of its building, using torch-on bituminous membrane systems. The work is on an occupied public building that houses active theatre operations, so the successful contractor must plan and execute the works around performances and rehearsals, and must protect the building and the public at all times. The scope includes a joint inspection, falls survey, outlet rodding and a leak trace to the 8th floor under the water tank before stripping begins. Screed must be laid to a minimum 1:100 fall, moisture tested before priming, and the membrane laid from outlets upwards with 100 mm and 150 mm laps. The programme must include all five hold points and a 48-hour flood test, and must address handling of the water tank and pump during membrane work.
The tender is assessed in three stages. Stage 1 is pass/fail administrative compliance, and bidders must submit a signed Form of Offer and Acceptance, a fully priced Bill of Quantities with no items altered and the stated 10% contingency and 15% VAT unchanged, an active CIDB grading of 1SN or 2SN or higher, an ICCASA SANS 1393 construction management system certificate, a CSD registration, a valid SARS tax compliance PIN, completed SBD 1, SBD 4 and SBD 6.1 forms, proof of attendance at the compulsory site meeting, and a valid COIDA letter of good standing. Stage 2 scores functionality out of 100 points, with a minimum threshold of 70 required to proceed. The criteria are relevant experience (25), method statement and programme (25), key personnel (15), health, safety and fire approach (15), manufacturer approval and guarantee (10), and quality management and handover (10). Key personnel requirements include a contracts manager with 5+ years on waterproofing or roofing contracts, a Derbigum-trained site supervisor with 3+ years supervising torch-on work, and a SACPCMP-registered construction health and safety officer, who may be part-time. Stage 3 applies the 80/20 price and preference point system.
The health, safety and fire approach should be site-specific and concise, and should address work at height with edge protection, fall arrest and certified access, avoiding the damaged fixed roof ladder. It should also cover hot-work permits, fire watch and fire extinguisher provision given the timber theatre stage below, waste lowering and public protection at street level, and gas cylinder storage on the roof. Bidders must provide current Derbigum approval and a letter from Derbigum confirming a 10-year joint guarantee for this project. Successful bidders gain a significant, verifiable project on a heritage-type public building, and the scoring structure rewards strong references, detailed planning and risk reduction. The closing date is 11 November 2026, and bidders should confirm all details against the official RFQ documents before submitting.
This tender is suited to registered construction and roofing contractors with specialist experience in torch-on or APP/SBS membrane waterproofing on commercial or public buildings, particularly projects of 500 m² or more. Applicants should hold CIDB grading 1SN or 2SN or higher, an ICCASA SANS 1393 construction management system, Derbigum or equivalent approval, and be able to supply a qualified contracts manager and Derbigum-trained site supervisor. Businesses that cannot attend the compulsory site meeting, or that cannot secure the 10-year joint manufacturer guarantee, should not apply. Smaller contractors may be suitable if they can demonstrate comparable experience and partner with an accredited applicator.
