Overview

Summary

Appointment of a service provider to deliver two-day Supervisory and Management Development Centres for City of Cape Town team leaders, supervisors and middle managers. Services include assessment, psychometric reporting and personal development plans over a 36-month contract.

Detailed Description

The City of Cape Town is seeking a qualified service provider to facilitate Supervisory Development Centres (SDC) and Management Development Centres (MDC) over a 36-month contract. The SDC targets Team Leaders and Supervisors (grades T10 to T14), while the MDC targets Middle Managers (grades T14 to T16). Both interventions are designed to assess and develop leadership capability through behavioural simulations, psychometric assessments, structured observation, participant reflection, coaching and developmental feedback. Development Centres are called on an as-and-when-required basis for City Directorates. Each centre accommodates between five and ten participants, may combine employees from different directorates, and is delivered over two consecutive days in a blended face-to-face and virtual format.

The scope of work includes a full assessment programme, with a background information form and career discussion, an In-Basket exercise, a role-play with a trained role-player, a group discussion, a competency development workshop, and a coaching In-Basket exercise. The service provider must deliver each centre within three weeks of a request for at least five participants, and submit individual participant reports and Personal Development Plans to line managers, Directorate HR and Corporate HR: Talent Assessment within two weeks of completion. The service provider is also responsible for coordinating and scheduling integrated participant and manager feedback sessions, escalating any delays to the City. Assessment results must be supplied in editable Microsoft Excel format after each cohort. The City will supply the development centre material pack, competency framework and personality assessment instrument, which remain City intellectual property. Pricing is a fixed, all-inclusive fee per participant, covering assessment team, materials, stationery, individual reports, and travel and accommodation where applicable. Venue, computer and catering costs are priced separately on an ad hoc basis.

Bidders must nominate a Lead Psychologist and two Centre Assessors, all registered with the Health Professions Council of South Africa (HPCSA), as well as two Role-Players or Observers with Assessment and Development Centre experience. Functionality is scored on the Lead Psychologist's track record over the past five years, the assessors' and role-players' experience, and client references for comparable projects. A minimum functionality score of 60 out of 100 is required. The evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including B-BBEE-related criteria. Service levels are enforced through penalties, capped at 5 percent of the applicable programme fee. Resources may not be replaced without the City's prior written approval. A non-compulsory clarification meeting is scheduled for 19 November 2026, and the closing date is 10 December 2026 at 10:00.

Suitable Businesses

Registered industrial and organisational psychology practices, talent assessment firms and leadership development consultancies with HPCSA-registered Psychologists and Psychometrists. Businesses should have a proven track record of at least 15 to 25 Assessment and Development Centres as Lead Psychologist over the past five years, two or more experienced assessors and role-players, and at least three to five verifiable client references for comparable work. Bidders must be able to deliver blended face-to-face and virtual programmes, manage psychometric instruments, and meet tight turnaround times for reporting. Small and medium enterprises and B-BBEE-compliant firms are encouraged to apply, particularly those that can form joint ventures or consortiums to meet the requirements.
