Data Collection and Processing Devices Supply

Gert Sibande District Municipality (GSDM) has issued a tender for the supply and delivery of data collection and processing devices on an as-and-when-required basis over a 36-month period. The contract supports the Rural Roads Asset Management Programme (RRAMS), which relies on reliable traffic data and road condition information to prioritise maintenance, rehabilitation and infrastructure investment. Historically, GSDM's manual traffic counting has been labour-intensive and heavily affected by rainfall, limiting the number and timing of traffic studies. The procurement aims to introduce more flexible, camera-based technology that can be relocated across the district's Local Municipalities.

The tender covers six equipment categories. Traffic counting cameras must be IP67-rated, capture time-stamped traffic movement, offer at least 12 hours of battery operation, support SIM and Wi-Fi connectivity, include an SD card slot and live streaming, record in 1080p Full HD, and include mounting brackets for streetlight and traffic signal poles. Vehicle-mounted 360-degree cameras, specified as a Lucid Vision high-resolution 3D and RGB IP67 kit or equivalent, must come with mounting accessories and a service pack including an in-vehicle server and Android tablet. The package also includes Meta Quest 3 VR goggles (512GB) or equivalent, a Hikvision-type 4K interactive boardroom screen running Android 14 and Windows, Samsung Galaxy Tab A9+ Android tablets (4GB RAM, 64GB storage) compatible with GSDM's in-house field data collection application, and LG 32-inch Full HD monitors or equivalent. Quantities are estimates for evaluation only and do not guarantee purchase volumes. Pricing must include delivery to Ermelo and standard accessories, and warranty periods and lead times must be stated.

Evaluation is price-based using the 80/20 preference point system: 80 points for price and 20 points for specific goals, including youth, women, people living with disabilities, and GSDM geographic locality. Functionality assessment does not apply. Bidders must be registered on the Central Supplier Database, hold a valid SARS tax compliance PIN, provide a B-BBEE certificate or sworn affidavit, and submit municipal account clearance and other mandatory forms. A compulsory briefing session is scheduled for 3 November 2026 at 11:00 at the GSDM Level 2 Auditorium. Bids close on 24 November 2026 at 12:00 and remain valid for 90 days. Prices are firm, with escalation applicable only in outer years.
