Professional land surveying of a 15 m² servitude and SPLUMA land-use consent for a proposed miniature substation on Erf 7195, Bloemfontein. Bidders must be registered Professional Land Surveyors. Closes 13 November 2026.
CENTLEC SOC Ltd, the electricity utility serving the Bloemfontein area, has issued a re-advertised request for quotations (Re-Advert C03/2026) for professional land surveying and planning consent services. The scope covers a survey of a 15 square metre servitude required for a proposed miniature substation on Erf 7195, Bloemfontein, and the procurement of SPLUMA (Spatial Planning and Land Use Management Act) consent for the proposed development. The requirement is a single item, with the work to be carried out as specified in the attached drawing and in accordance with instructions from CENTLEC's technical team. Technical enquiries are directed to the designated CENTLEC technical contact.
Bidders must provide proof of registration as a Professional Land Surveyor with the South African Geomatics Council, failing which the bid will be disqualified. Each submission must be on the bidder's letterhead, ring-bound, indexed and page-numbered; loose or stapled documents are automatically disqualified. Mandatory supporting documents include a copy of the company registration (CK) documents, a valid original Tax Clearance Certificate or SARS PIN, and a CSD report with certified ID copies of company owners. Bidders must also supply municipal services clearance (water, sanitation, rates and electricity) or an equivalent current account, and must complete MBD 4 (Declaration of Interest) and MBD 9 in full and sign them. Quotations must exclude VAT, must be valid for at least 30 days, and must be hand-delivered in a sealed envelope marked with the quotation number to CENTLEC Supply Chain Management Offices, 30 Rhodes Avenue, Oranjesig, Bloemfontein, by 11:00 on 13 November 2026. Emailed submissions will not be accepted. Successful bidders are expected to deliver within 30 days of receiving an official order, and no order will be issued to suppliers not registered on the CSD.
Evaluation follows the 80/20 preference point system under the Preferential Procurement Policy Regulations 2022. The 20 preference points are allocated to specified goals: 5 points for at least 50% black ownership, 5 points for at least 50% women ownership, 5 points for at least 50% youth ownership (under 35 years), and 5 points for locality, meaning the bidder must have an address within CENTLEC's area of supply. Bidders are encouraged to submit a valid SANAS-approved B-BBEE certificate or sworn affidavit with their quotation; failure to do so does not lead to disqualification but results in no B-BBEE points. CENTLEC reserves the right to accept a portion of any quotation, to appoint the second-lowest bidder if the first quotes incorrectly or requests price adjustments, and to request samples where needed. The lowest quotation is not necessarily accepted. Full bidding documents are available from www.centlec.co.za and www.etender.gov.za.
This tender is suited to registered Professional Land Surveyors and survey firms with SACGC registration and experience in servitude surveys and SPLUMA land-use applications, particularly in the Free State or Bloemfontein area. Businesses with a physical address within CENTLEC's area of supply can earn locality points. Black-owned, women-owned and youth-owned (under 35) enterprises can earn additional preference points if they meet the 50% ownership thresholds and provide supporting documentation. Bidders must be CSD-registered, tax compliant, and able to hand-deliver a bound, indexed submission before the 13 November 2026 deadline. Town planning consultancies may be suitable only if they partner with a registered Professional Land Surveyor, since that registration is a mandatory requirement.
