Overview

Summary

ETDP SETA seeks a higher learning institution to develop an evidence-based career guide for high school learners on Education, Training and Development sector careers, plus a reusable methodology framework. The project runs 24 months; closes 20 November 2026.

Detailed Description

The Education, Training and Development Practices Sector Education and Training Authority (ETDP SETA) has issued Request for Quotations RFQ 17-2026/27 to appoint a higher learning institution to develop a scientific, evidence-based career guide on career pathways in the Education, Training and Development (ETD) sector for high school learners. The appointment responds to a documented shortage of structured, accessible career guidance resources in the sector, which contributes to misalignment between learner subject choices and career pathways, limited awareness of ETD occupations, and weak links between education outcomes and labour market requirements. The project has two deliverables: a scientifically and evidence-based Career Guide Brochure for high school learners interested in ETD careers, and a replicable methodological framework that the SETA can use to produce future editions of the guide.

The Career Guide Brochure must cover a sector overview; occupational profiles (job purpose, minimum entry requirements, required school subjects, qualification pathways, skills and competencies, career progression, and employment environments); career pathways spanning TVET, university, occupational qualifications and articulation routes; labour market intelligence on occupations in demand, scarce and critical skills, and future trends; and funding and bursary information, including NSFAS, SETA funding, institutional and private bursaries, eligibility criteria, application processes and funding obligations. The methodological framework must support standardised data capture, be grounded in statistical data, provide labour market forecasting and future sector insights, and serve both Grade 9 learners transitioning into FET and Grade 12 learners preparing for post-school study. The work is to be delivered in print and digital formats, with professional editing and proofreading, and planned jointly with the SETA's Research and Skills Planning Unit, including milestone meetings and skills transfer.

Bidders are evaluated in three stages: administrative compliance, functionality (minimum qualifying score of 70 out of 100), and then price and specific goals under the 80/20 preference point system. Functionality scoring weighs samples of relevant work with signed reference letters, a project team that includes a Project Manager, Labour Market Research Specialist, Career Development or Education Specialist, Econometrist, Statistician, Quality Assurance Specialist and Graphic Designer, the Project Manager's qualifications and experience, the data collection methodology, the replicable framework, and a realistic project plan. The contract runs for 24 months from the last signature on the Memorandum of Agreement. Pricing must be a single all-inclusive budget in South African Rand, including VAT, and bidders must be registered on the Central Supplier Database and hold valid tax compliance status. Submissions are by email to etdpsetarfq@etdpseta.org.za by 11:00 on 20 November 2026, and late submissions are not accepted. A non-compulsory virtual briefing is scheduled for 10 November 2026. The budget value is not stated in the documents provided.

Suitable Businesses

This tender is primarily suited to higher learning institutions (universities and universities of technology) with multidisciplinary research teams and experience in educational research, career guidance, labour market intelligence or learner-focused publications. Research institutes, consultancies or publishing partners with the required expertise may be relevant as members of a bidding consortium, but the RFQ specifies a higher learning institution as the appointed service provider. Bidders should confirm they can meet the team composition, sample and reference letter requirements, CSD registration and tax compliance obligations before bidding.
