ETDP SETA seeks a pool of provincially based quality assurance consultants for accreditation site visits, monitoring, and EISA assessment and moderation, on an as-and-when-required basis for 12 months. Bidders must submit proposals per province, and a consultant may not be used in more than one province. Assessment consultants are required in Gauteng only.
The Education, Training and Development Practices Sector Education and Training Authority (ETDP SETA), a public entity established under the Skills Development Act, No. 97 of 1998, has issued Request for Quotations RFQ No. 06-2026/27 (re-advertisement) to appoint a pool of quality assurance consultants across nine provinces for a period of twelve months. The consultants will supplement the SETA's existing quality assurance officials in carrying out functions delegated by the Quality Council for Trades and Occupations (QCTO). Services are called upon as and when required, and consultants must be based in their respective provinces to limit inter-provincial travel.
The scope covers three categories of consultants. Accreditation consultants will conduct accreditation site visits for Skills Development Providers and Assessment Centres and produce reports. Monitoring consultants will conduct monitoring site visits to assess the provision of occupational qualifications and skills programmes and the conduct of assessment processes, producing reports for each visit. Assessment and moderation consultants, required in Gauteng Province only, will assess and moderate answer books and Portfolios of Evidence submitted during External Integrated Summative Assessment (EISA) sessions and produce reports. Required experience includes learning programme design and development, accreditation of skills development providers through SETAs or QCTO processes, and monitoring structured learning programmes.
Evaluation is staged: administrative compliance, then mandatory requirements (including a non-accreditation declaration by the QCTO or a SETA, and fully completed annexures), then functionality scored out of 100 with a minimum threshold of 70 points, followed by price and specific goals under the 80/20 preference point system. Bidders must submit a fully completed and signed costing model with VAT, SBD forms (SBD 1, SBD 4, SBD 6.1), a valid B-BBEE certificate or sworn affidavit, tax compliance status, and proof of Central Supplier Database registration. Reference letters on company letterhead are required to substantiate experience. A non-compulsory virtual briefing session is scheduled for 29 October 2026, and proposals close on 9 November 2026 at 11:00 by email to etdpsetarfq@etdpseta.org.za. Late submissions will not be accepted.
Independent education and training consultants, assessment and moderation specialists, and quality assurance practitioners with at least four years of experience in accreditation, monitoring, or assessment processes, based in the province they are bidding for. Individuals or firms holding qualifications in Education, Training and Development, Labour Relations, Library Management Services, or Community Development Practices (NQF Level 6 or above) are well placed. Businesses must not be accredited by the QCTO or a SETA, must be registered on the Central Supplier Database, and must hold a valid tax compliance status and B-BBEE certificate or affidavit to claim preference points. Black-owned, women-owned, youth-owned, and EME/QSE businesses may benefit from specific goals points. Consultants may only be proposed for one province.
