Appointment of a service provider to deliver OHS Act training to 32 ETDP SETA officials, covering SAQA unit standard 244288, first aid, and fire and evacuation procedures, plus online OHS awareness for 150 staff. Five-day in-person training in Johannesburg/Pretoria; closes 16 November 2026.
The Education, Training and Development Practices Sector Education and Training Authority (ETDP SETA), a public entity established under the Skills Development Act 97 of 1998, is seeking a suitably qualified and experienced service provider to conduct Occupational Health and Safety (OHS) training. The request for quotations (RFQ 05-2026/27, re-advertisement) covers two components: in-person training for 32 ETDP SETA officials, aligned to SAQA unit standard 244288 for Occupational Health and Safety, and online OHS awareness training for 150 staff personnel. The unit standard aims to enable learners to interpret health and safety legislation and advise management on issues that threaten workplace safety.
The in-person programme must not exceed five days and must be delivered in the Johannesburg/Pretoria area. Its scope covers an in-depth understanding of the Occupational Health and Safety Act 85 of 1993, general duties of employers and employees, functions of OHS representatives and the OHS Committee, basic first aid (levels 1 to 3), basic firefighting and emergency evacuation procedures, and legal liability and OHS Act compliance. The service provider must supply the training venue, breakfast and lunch for the duration of the course, training materials, and completion certificates for all 32 attendees. The provider must also be available to give health and safety advice as and when required.
Bidders must hold accreditation to deliver SAQA unit standard 244288 and maintain valid registration with the South African Institute of Occupational Safety and Health (SAIOSH) and/or the Institution of Occupational Safety and Health (IOSH). Facilitators should hold an NQF level 5 or higher qualification in fields such as safety management, environmental management, construction management, or occupational health practice, and have documented experience in OHS Act training and risk assessment. Bids are evaluated in three stages: administrative compliance (SBD forms, signed GCC), mandatory requirements, and functionality (minimum 70 points, scored on references, facilitator experience and qualifications, and project plan). Only bids that meet the functionality threshold are evaluated on price (80%) and specific goals (20%) under the 80/20 preference system. Prices must be in ZAR and inclusive of VAT, and bids remain valid for 90 days. Submissions are made electronically to etdpsetarfq@etdpseta.org.za, in the three required folders, before 11:00 on 16 November 2026. Late or incomplete submissions will not be accepted.
