Panel of professional fundraising and funding service providers for the Afrikaans Language Museum and Monument in Paarl, appointed for three years on an as-and-when-required basis. Bidders need at least 3 years of fundraising experience and must close by 18 December 2026.
The Afrikaans Language Museum and Monument (ATM), a Schedule 3A public entity in Paarl that reports to the Department of Sport, Arts and Culture, is seeking to establish a panel of professional service providers to support its sustainable funding and resource mobilisation efforts. Although government funding remains its primary source of operational income, the ATM aims to diversify revenue through strategic partnerships, sponsorships, donor funding and other sustainable fundraising initiatives. The panel will give the institution access to specialised expertise in identifying funding opportunities, preparing grant applications, developing partnerships and engaging stakeholders. The contract runs for three years from the date of appointment, subject to funding availability, annual performance reviews and approval through the ATM's decision-making processes. The ATM may appoint one or more panel members, but appointment does not guarantee any minimum volume or value of work. Individual assignments will be issued as and when required, depending on available funding, approved projects and operational needs.
The scope of services is broad. Panel members may be asked to develop sustainable funding and partnership strategies, identify and monitor funding sources (including government programmes, heritage and conservation funds, tourism development funding, CSI and ESG budgets, trusts and foundations, private donors and international cultural funding), maintain a funder and stakeholder database, and conduct donor prospect research. They may also prepare funding proposals, concept notes, grant applications, sponsorship packages and capital campaign plans, and support stakeholder engagement, relationship management and the drafting of partnership agreements or memoranda of understanding. Projects the ATM expects to fund include heritage restoration, capital works, visitor experience upgrades, cultural and educational programmes, environmental sustainability, community engagement and tourism initiatives. Panel members must obtain written approval before committing the ATM to any agreement, and all materials produced, including databases, proposals and donor information, become ATM property. Reporting is to the CEO or Director, or a delegated official, using monthly, quarterly or assignment-specific progress reports.
To qualify, bidders must hold a valid CSD registration, a valid SARS tax compliance status, a B-BBEE certificate or sworn affidavit where applicable, and complete SBD forms, along with company registration documents, banking details and a company profile. Technically, bidders need at least three years of proven experience in fundraising, funding development, resource mobilisation, partnership development or donor management, plus experience serving public entities, museums, heritage, arts, tourism or non-profit organisations. They must also provide evidence of at least three similar completed projects and three contactable references. Proposals are scored out of 100 for functionality, with a minimum of 70 required to proceed to pricing: methodology (25), relevant experience (20), sector experience (15), key personnel (15), proposal-writing track record (15) and references (10). Pricing is requested as hourly rates for senior specialists, consultants, partnership specialists and proposal writers, plus daily rates for facilitators, with preference points applied under the Preferential Procurement Regulations. Commission-only, contingency-fee or percentage-of-funding models will not be considered unless the ATM approves them in writing. Completed bids must be delivered to the Historium Building, 11 Pastorie Avenue, Esterville, Paarl, by 11:00 on Friday, 18 December 2026. Late submissions will not be accepted. The ATM may verify bidders against National Treasury's restricted supplier and tender defaulter registers before awarding, and it reserves the right to cancel the process or decline all proposals.
