Supply, delivery, activation and training for an 8-user, 12-month subscription to qualitative data analysis software compatible with Windows and macOS. Quotations must be inclusive of VAT and delivery to Durban and close 11 November 2026 at 11:00.
The Moses Kotane Research Institute (MKRI), an entity of the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA), is inviting accredited service providers to submit quotations for the supply, delivery, activation and installation of a 12-month multi-user subscription to a qualitative data analysis software tool. The subscription must cover eight users and must be the latest available release. The institute's mandate is to deliver world-class research that responds to the needs of the provincial economy, and this software will support its research staff in coding, organising and interpreting qualitative data such as interviews, focus groups and documents.
The required scope includes the following. The supplier must provide a 12-month subscription for eight users, with activation delivered to the institute's premises at 190 K.E Masinga Road, Stamford Hill, Durban, 4001. The software must be compatible with both Windows and macOS operating systems and must include an English-language version. Access to standard manufacturer technical support and software updates must be provided for the full licence period. The supplier must also deliver training for all eight users. Pricing must be submitted on the SBD 3.1 Firm Pricing Schedule, showing a grand total with VAT at 15% and a breakdown of line items (supply and installation, and training) if space is insufficient. Offers must remain valid for 120 days from the closing date.
The evaluation is split into two stages. Stage 1 assesses supply chain administrative compliance. Bidders must complete and sign SBD 1 (Invitation to Bid), the Section B declaration confirming that Central Supplier Database (CSD) information is correct and up to date, SBD 4 (Bidder's Disclosure), and the SBD 6.1 Preference Points Claim Form. Bidders must also provide a valid tax compliance status PIN from SARS, or a CSD number where no PIN is available. Failure to provide these documents, or to comply with tax requirements, may render a bid invalid. Stage 2 applies the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Specific goals include 51% Black ownership and business location within KwaZulu-Natal, and each claim must be supported by documentary proof such as a CIPC registration certificate, copies of identity documents, a BBBEE certificate or affidavit, and proof of address. Failure to submit the SBD 6.1 form or supporting evidence means preference points for specific goals will not be awarded. Bidders should also note the requirement to complete the authority-to-sign section and provide proof of signing authority, such as a company resolution.
Quotations must be emailed to quotations@moseskotane.com by 11:00 on 11 November 2026. Late submissions will not be considered. Bids must be submitted on the official forms, which must not be retyped, and each page must be initialled. Bidders may direct bidding-procedure queries to Ms Londiwe Mkhize at 031 266 1777 (quotations@moseskotane.com) and technical queries to Ms Lunghile Mhlaba (Lunghile.mhlaba@moseskotane.com). The successful bidder will be required to sign a written contract (SBD 7) and comply with the General Conditions of Contract, including warranty, delivery and payment terms. For the institute, the value of this procurement lies in providing a reliable, supported analytical tool that enables consistent, high-quality qualitative research across its team.
This tender is suitable for registered software vendors, authorised resellers and IT solutions providers that supply qualitative research software (such as NVivo, ATLAS.ti, MAXQDA or similar) or can source a licensed subscription for eight users. Businesses should be able to provide Windows and macOS compatibility, English-language support, manufacturer technical support and user training. Given the 80/20 evaluation, Black-owned businesses (51% or more) and businesses located in KwaZulu-Natal will benefit from preference points, provided they can submit the required certificates and SBD 6.1 form. Bidders must be tax compliant with a valid SARS PIN or CSD registration, and must not be persons in the service of the state. Small and medium enterprises with proven software licensing or education-sector experience are well positioned to respond.
