Detailed Description

The Moses Kotane Research Institute (MKRI) invites registered suppliers to submit quotations for the appointment of a service provider to supply a regional economic and socio-economic data platform for a period of 12 months. The institute requires access to standardised, consistent and regularly updated regional economic datasets to support district, local municipality and provincial economic analysis, monitor economic trends, inform evidence-based policy advice and provide timely economic intelligence to provincial stakeholders. The subscription must cover four licences and include access to historical and current regional datasets, At-a-Glance reports and Statistical Overview reports for KwaZulu-Natal districts and metros, data extraction and download functionality, and analytical and comparative tools.

The service provider must also deliver regular data updates, user training at no additional cost, technical and user support for the full duration of the subscription, and relevant documentation on data sources, definitions, methodologies and revisions. Quotations must be inclusive of VAT where applicable and remain valid for 120 days from the closing date. The successful bidder is expected to supply the service within 5 days of receiving a purchase order. Submissions must be emailed to quotations@moseskotane.com and must include the compulsory Standard Bidding Documents (SBD 1, SBD 4, the Section B CSD declaration, and SBD 3.1 Firm Pricing Schedule). Failure to complete and sign the mandatory forms will result in the bid being deemed non-responsive and rejected.

The tender is evaluated on an 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals under the Preferential Procurement Policy Framework Act, 2000 and its 2022 Regulations. Specific-goal points are available for at least 51% Black ownership (10 points), 51% women ownership (3 points), 51% youth ownership (3 points), 30% ownership by people living with disabilities (2 points) and business location within KwaZulu-Natal (2 points). Bidders claiming these points must complete SBD 6.1 and provide supporting evidence such as a BBBEE certificate or affidavit, identity documents, a CIPC registration certificate, a disability letter, and proof of address. Bidders must also be registered on the Central Supplier Database (CSD) and hold a valid Tax Compliance Status PIN. The institute's benefit is access to reliable, up-to-date economic intelligence that strengthens evidence-based decision-making in KwaZulu-Natal.

Suitable Businesses

This tender suits suppliers of economic, statistical or socio-economic data platforms, authorised resellers or accredited representatives of such platforms, and data analytics and research firms able to provide licensed datasets, reporting tools and user support. Bidders must be CSD-registered, tax compliant with a valid TCS PIN, and able to complete the SBD forms accurately. Businesses that are at least 51% Black-owned, women-owned, youth-owned or owned by people with disabilities, or that are located in KwaZulu-Natal, may claim specific-goal points and should prepare the required supporting documents. Businesses with directors employed by the state are not eligible to bid.
