Overview

Summary

The National Metrology Institute of South Africa (NMISA) seeks a panel of internal audit service providers for ICT audits, forensic investigations, and QAIP reviews. Appointments run for 36 months on a rotational, as-needed basis, with pricing obtained later through RFQs.

Detailed Description

The National Metrology Institute of South Africa (NMISA), a Type 3A Public Entity established under the Measurement Units and Measurement Standards Act, No. 18 of 2006, is inviting proposals from qualified firms to join a panel of internal audit service providers. The NMISA Internal Audit Unit aims to provide management and the Board with independent, risk-based assurance, advice, and insight that supports the achievement of the institution's Strategic Plan, strengthens governance, risk management, and control processes, and promotes public interest. The panel will be appointed for a period of three years, with work carried out as and when required under the approved three-year rolling and annual operational audit plans.

The scope of services includes professional assurance, advisory, forensic, and related work, including ICT audits, fraud and forensic investigations, and Quality Assurance and Improvement Programme (QAIP) reviews of the internal audit function in line with the Institute of Internal Auditors (IIA) standards. Ad hoc work deemed suitable by NMISA may also be included. Successful providers must demonstrate practical expertise in the Global Internal Audit Standards (GIAS) across the full audit lifecycle, including engagement planning, execution, audit reporting, quality assurance, and follow-up reviews. Deliverables include working papers, draft and final audit reports, and quality-assured audit files submitted within two weeks of final reporting. All audit documentation remains the property of NMISA. Providers must also present to management, the Executive Committee, and the Audit and Risk Committee as required, and must declare any conflicts of interest.

Bidders must meet several mandatory requirements. These include a formal external quality assessment report from a qualified independent assessor confirming general conformance with the GIAS, certified proof of IIA membership for the project lead, senior staff, and at least four team members (certificates dated within three months of closing), and a company with at least 10 years' experience in conducting internal audits. Key personnel requirements are detailed by role, including qualifications and certifications such as CIA, CISA, CFE, and CA(SA) along with minimum experience levels of 5 to 15 years depending on the position. Functionality is scored out of 100, with a minimum of 70 points required to progress. Submissions must include detailed CVs, at least three verifiable client references, and a methodology aligned with GIAS. Pricing is not evaluated at the panel stage; it will be assessed later through RFQs issued to panel members. The evaluation applies the 80/20 preference point system, with 20 points available for B-BBEE specific goals. Bidders must be registered on the Central Supplier Database (CSD) and hold valid tax compliance status. Proposals are due by 11:00 SAST on 24 November 2026 and must be valid for 90 days. Submissions may be hand-delivered to the NMISA tender box at Building 5, CSIR Scientia Campus, Pretoria, couriered, or emailed to tenders@nmisa.org. Faxed bids are not accepted.

Suitable Businesses

This tender suits established audit, risk, and advisory firms with at least 10 years of internal audit experience and IIA-affiliated professionals. Firms should have capabilities in ICT auditing, forensic investigations, and QAIP reviews, along with a recent external quality assessment confirming conformance with the Global Internal Audit Standards. Qualified B-BBEE entities, including black women-owned, black-owned, youth-owned, and disability-owned enterprises, may benefit from the preference points. Bidders must be CSD-registered, tax compliant, and not in the service of the state. Smaller firms may be suitable if they can meet the experience, certification, and team requirements, either alone or through a compliant consortium, but should carefully review the mandatory requirements before bidding.
