Eskom Holdings SOC Ltd has issued an open Invitation to Tender (E3772DXNWOU) for the provision of major and minor electrical reticulation services within its Distribution North-West Operating Unit. The contract is awarded on an as-and-when required basis over a period of four (4) years and covers the installation of smart meters, re-closers and voltage regulators. Tenderers may bid for the whole scope (major and minor reticulation), or for either the major or minor reticulation scope only. Eskom may award to a panel of up to 25 contractors.
Eligibility and compliance are strict. Bidders must hold valid CIDB registration with an EP class of works at grade 1EP or higher, be registered on the National Treasury Central Supplier Database (CSD) before award, and submit the mandatory returnables by the closing deadline, including the pricing schedule/BOQ in PDF (with an Excel copy), the SBD forms, Annexure G (specifying Major, Minor or both), and the Integrity Declaration. Joint ventures must include joint and several liability clauses and be CIDB-registered as a whole. Functionality is scored at 75% minimum across skills and competency (60%), tools and equipment (20%) and vehicle requirements (20%), with the remainder evaluated on price (80/90 points) and specific goals (20/10 points) under PPPFA 2022. Contractual requirements include SHEQ compliance, COIDA good standing, and financial statements, to be provided before award. The contract is governed by NEC3 Engineering and Construction Contract (ECC3) Option B with bill of quantities and includes price adjustment, delay damages, and sectional completion clauses.
