Professional engineering consultancy to assess, design and support the replacement of sewerage and stormwater pump systems and controls at O.R. Tambo International Airport. Works under NEC3 PSC over 36 months, with an estimated construction value of about R14.7 million. Bidders must meet a 70/100 functionality threshold based on key personnel and experience.
Airports Company South Africa (ACSA) requires a multidisciplinary professional engineering consultant for the assessment, design, procurement support, construction-stage services and close-out of the replacement of sewerage pump systems, stormwater pump systems and associated control systems at O.R. Tambo International Airport. The consultant is engaged as a professional services provider only. Physical supply, installation, testing and commissioning will be carried out by a separate construction contractor. The appointed consultant remains responsible for safe, coordinated and fit-for-purpose designs and for the construction-stage services set out in the scope. The contract is governed by the NEC3 Professional Services Contract (April 2013) using Option A, a priced contract with an activity schedule, and runs for 36 months from the starting date. The estimated construction value is about R14.7 million. The fee is a fixed percentage of the agreed construction value, paid in stages.
The scope covers six stages: project initiation, existing infrastructure condition assessment of the sewerage and stormwater pump stations, stage 1 inception, stage 2 concept and viability, stage 3 detailed design (mechanical, electrical, and control and instrumentation), and stage 4 tender documentation and procurement support. Construction-stage services include reviewing contractor designs and test plans, witnessing factory and site acceptance tests and integrated commissioning, and issuing inspection and non-conformance records. Close-out includes reviewing as-built records, PLC and HMI source files, operation and maintenance manuals, and training records. Key project objectives include restoring reliable pumping capacity, verifying pump duties and system curves, improving duty and standby provision, providing safe automatic local control, and reducing failure risk, overflows and maintenance constraints. Design must comply with applicable standards, including the Occupational Health and Safety Act and Construction Regulations 2014, SANS 10142-1, SANS 10252-2, IEC 61439, IEC 61131 and ISO 9906.
The airport remains operational throughout the project, so work must be planned around live airside and landside pump stations, with ACSA permits, security clearances and possible security vetting. Evaluation is based on a 80/20 price and preference split. Bidders must reach a minimum of 70 out of 100 for functionality, which is weighted towards key personnel (80 points). Key personnel include a construction project manager registered with SACPCMP, a controls and instrumentation engineer, a mechanical engineer and an OHS practitioner. Organisation and resources and company references each carry 10 points. The mandatory returnable is the signed NEC3 Form of Offer and Acceptance. Other required documents include a tax compliance PIN, a CSD report, a BEE certificate or affidavit, a declaration of interest and, for joint ventures, a valid VAT registration. Bidders should check the tender documents for the latest closing date and any clarification deadlines before submitting.
Consulting engineering firms with experience in pump station, wastewater or stormwater design, and with registered Professional Engineers (PrEng) or Professional Technologists (PrTech) in mechanical, electrical and controls/instrumentation disciplines. Firms should also have a registered Construction Project Manager under SACPCMP, an OHS agent with SACPCMP registration, and at least two verifiable completion certificates or reference letters for similar professional services. Joint ventures and consortia must each provide a tax compliance PIN and a valid VAT registration in the name of the joint venture. Bidders should be prepared for security vetting and ACSA airside permit requirements. This tender is not suitable for building or pump-installation contractors, because physical construction, supply and commissioning are excluded from the scope.
