Industrial Gas Cylinder Supply & Rental

Eskom Holdings SOC Ltd, through its Mpumalanga Operating Unit, has issued an open tender (Reference E3739DXLIMOU) for the supply, delivery and rental of industrial gas cylinders to the Mechanical Section at the Witbank PPM Building. The contract is for a period of 60 months (five years) and will be called off on an as-and-when-required basis under an NEC3 Supply Contract (SC3). The scope covers three gases: acetylene (dissolved acetylene, Class 3), oxygen (technical grade, Class 1), and argon-based Coogar 84 or equivalent (Class 1), together with a cylinder rental service that includes provision, maintenance, testing, certification, and replacement of defective cylinders. Pricing includes a handling fee, and transport is priced per kilometre for light delivery vehicles and 5–8 tonne trucks.

Technical requirements are stringent. All cylinders must be seamless metallic Class 1 steel cylinders compliant with SANS 10019, and gas composition must meet SANS 532:2009 including impurity limits. Tenderers must submit completed and signed Technical A&B Schedules and Deviation Schedules for each SAP number, SABS certification for each gas, and a functionality score. Evaluation is split 80% desktop assessment (mandatory returnables and functional scoring, weighted 75% schedules and 25% deviations) and 20% factory assessment. Bidders who do not meet the functionality threshold are disqualified. Price is scored out of 80 points and specific goals (B-BBEE) out of 20 points under the 80/20 preference system. Payment terms are 30 days from delivery and correct invoicing, and Eskom reserves the right to use emergency procurement if supply fails.

Mandatory and contractual requirements include CSD registration, a Baseline Risk Assessment, a valid COIDA letter of good standing covering the supply and delivery of industrial gases, SHE policy signed by the CEO/MD, first-aid, fire-fighting and HIRA training certificates, a gas service provider licence, vehicle and driver safety procedures, and safety data sheets for all gases. Eskom also requires a B-BBEE improvement plan within 30 days of contract signing and skills development commitments (safety officers and mechanical fitters) targeted at candidates from Mpumalanga and Limpopo. The tender is open to all suitably qualified suppliers, and the closing date is 17 November 2026 at 10:00. A non-compulsory clarification meeting is scheduled for 30 October 2026.
