Overview

Summary

Kouga Local Municipality seeks a service provider to supply, implement, host, support and maintain an integrated traffic contravention and law enforcement system for 36 months. The scope covers fines, court processing, ANPR, camera enforcement, accident management and AARTO readiness.

Detailed Description

Kouga Local Municipality (Eastern Cape) invites suitably qualified service providers to supply, implement, operate, support, maintain, enhance and train users on an Integrated Traffic Contravention and Law Enforcement Management System. The contract runs for 36 months and covers the municipal area, including Jeffreys Bay, Humansdorp, St Francis Bay, Hankey, Patensie, Thornhill and Loerie. The system must be web-based, require no client installation, and support iOS, Microsoft and Android platforms. The Municipality also expects compliance with the Criminal Procedure Act, the National Road Traffic Act, National Prosecuting Authority directives, eNaTIS processes, the MFMA, POPIA, the Cybercrimes Act and municipal ICT governance frameworks.

The required functional scope is broad. It includes traffic contravention management (Section 341 and 54 summonses, Section 56 notices, admission of guilt fines, representations, court processes, warrants and case finalisation), revenue enhancement (payment processing, reconciliation, online payments, fine enquiries, offender tracing and revenue reporting), and enforcement operations (roadblocks, mobile enforcement, fixed and mobile speed cameras, ANPR with watchlists and alerts). Further modules cover accident recording and trend analysis, a vehicle pound and inventory module, a public self-service portal that is mobile-compatible, dashboards and business intelligence, and AARTO readiness, including demerit points and future AARTO workflows. Services include software licences, implementation, data migration, user acceptance testing, go-live and post-implementation support, training for administrators, supervisors, end users and technical staff, and helpdesk, remote and emergency support. The SLA targets 99% availability for hosted solutions and sets response times from 4 hours for critical incidents to 48 hours for low-priority incidents.

Bidders must submit a valid SARS Tax Compliance PIN, a National Treasury CSD Summary Report, business registration documents, certified IDs, a municipal billing clearance certificate, three years of audited financial statements where applicable, five municipal references demonstrating successful implementation, proof of eNaTIS integration, and a detailed project implementation plan of no more than six months. Tenders are evaluated on an 80/20 price and specific goals basis. Specific goals cover B-BBEE status level (up to 10 points) and locality (up to 10 points, with the highest score for enterprises located within Kouga). Bidders must submit an original hard copy and an electronic copy on USB or CD/SD card. A compulsory virtual clarification session takes place on Thursday, 5 November 2026 at 10:00, and late arrivals of more than 10 minutes will not be admitted. The closing date is Monday, 23 November 2026 at 12:00, and bids must be deposited in the tender box at 16 Woltemade Street, Jeffreys Bay, Room 122. Tenders remain valid for 90 days from the closing date. The full tender document is available on eTender and the municipal website.

Suitable Businesses

Locally based companies, especially those within the Kouga boundaries, will score higher on locality points. Enterprises with strong B-BBEE credentials, including EMEs and QSEs, and joint ventures with complementary expertise may also be well positioned. Bidders must hold a valid SARS PIN, CSD registration and clean municipal accounts, and should be prepared to attend the mandatory clarification session.
